The Convergence Of The Differences Of Regional Higher Education Development Level In Henan Province

In recent years,the scale of higher education in Henan Province has increased rapidly,both of the number of college student and gross enrollment rate of higher educatlion have significant improvement.With the rapid development of higher education in Henan Province,the higher education resources have gradually gathered to the central cities such as Zhengzhou,Luoyang,Xinxiang,Kaifeng,the differences in the development level of higher education in Henan Province become increasingly obvious.If this phenomenon cannot be timely controlled and intervened,it will cause serious impact on the development of economy and higher education in Henan Province.This paper systematically tests the convergence of regional higher education development in Henan Province with the method of Gini coefficient and Panel data fixed effect model,in order to discover the dynamic characteristics of the development level of regional higher education in Henan Province,also to reveal the important factors that affecting the development level of regional higher education in Henan Province.This paper mainly includes the following works:First of all,the theory of educational equity and the theory of new public service are systematically expounded as the theoretical basis for the study of the differences in the development level of regional higher education in Henan Province.Secondlly,using the equivalent average comprehensive evaluation method,through three dimensions which are the scale of higher education,the quality of higher education,the faculty of higher education to build comprehensive evaluation system of regional higher education development level in Henan Province.Also using Gini coefficient to test the ? convergence of regional higher education development of Henan Province,the results shows that the ? convergence of regional higher education development of Henan Province does not exist.Thirdly,the absolute ? convergence of regional higher education development in Henan Province is tested by the average growth rate method.The result shows that the absolute ? convergence of regional higher education development in Henan Province does not exist.Fourthly,the important factors that affecting the development level of regional higher education in Henan Province are systematically expounded,which are economic development level,urbanization level and education funds.Then put these influence factors into conditional ? convergence model to test the regional higher education development in Henan Province.The result shows that the conditional ? convergence of all three influence factors exist.Finally,according to the test results,three policy suggestions are put forward for the development of regional higher education in Henan Province,which are improving the economic level of backward region in Henan Province,optimizing the allocation of higher education resources in Henan Province and strengthening the reform of higher education funding system in Henan Province.
