The Research About The Benefit-oriented Policy Of Family Planning In Fuqing County

From the past forty odd decades, the implementation of family planing policy has relieved the pressure of population and remarkably promoted the development of socio-economy though, left several salient problems such as the overall quality of population is still in low stage, the physical and psychological health care and the providing for the aged for the families that has only child injured or handicapped. As the harmonious family constitutes a foundation for harmonious society, policy of family planing should promote the coordinated relationship between couples, the happiness of family members and health of children. It is evident that the traditional compulsory family planing policy can no longer fit the work of population control and family planing in new background. Hence, to provide comprehensive high-quality service and to build a sound interest-oriental policy that combined with compulsory policy and incentives constitutes an underlying approach to promote the innovation of family planing in new circumstances.As the research object is Fuqing County, a county-level city with millions of people in Fujian Province, I followed a research strategy of "raise a problemâ†'analyze the problemâ†'solve the problem". On the outset, I illustrated the background and significance of the research, comment the current situation of researches home and abroad and introduced the approaches and strategies as well as features and innovative points to demonstrate the necessary theoretical basis of family planning, interest orientation, background of implementation, development history and basic procedures etc. Subsequently, with on-spot investigation, comparison, survey and face-to-face interview, I figured out the main contents, current operation and influences and positive effect for course of harmonious family of currently implemented and the underlying problem in interest-oriented family planning in Fuqing County. It mainly includes that the execution of the existing family planning benefit-oriented policy is not enough, the one-child family risk relief mechanism is not perfect, interest-oriented policies and inclusive policies are not effectively converged, floating population fail to enjoy the relevant preferential policies, and policy-breaching childbearing is not necessarily punished, etc. The author analyzes the related causes of the existing problems from three aspects, i.e. misunderstanding of public policies and unsmooth coordination between relevant government departments, lack of innovation in family planning interest-oriented policies, insufficient audience and poor publicity which affect the implementation effect, and lack of necessary security mechanism for the implementation of the family planning interest-oriented policies. On the basis of further research and the perspective of harmonious family, I proposed some suggestions to improve the interest-oriented policy of family planning from several aspects such as building and improving the interest-oriented mechanism, innovating the rescuing mechanism for "only child " family, building a the new childbearing culture, strengthening the enforcement of law in regulating the childbearing and Encourage the grassroots to innovate developmental interest-oriented policies so as to provide the necessary reference for resolution of current problem in population and family planning.
