Family planning special families are the special group since practicing familyplanning policies, mainly including the One-Child Died Families and the one-childdysfunctional families. This group is facing with many practical difficulties, such aseconomic, spiritual,medical endowment and life care. If these problems not aresolved for a long time, they will trigger a series of family problems and socialproblems. It related to people’s livelihood development, social stability and the familyplanning policy continue to implement, affect social harmony and stability. Althoughthe work that help family planning special family has been carried out in our country,because of solving the problem that this special group faces is very complex anddifficult, so that the government only provides policy support and economicassistance is not enough, it needs whole social support network.In this paper, Starting with from the family planning special family status andcharacteristics in Jilin province, according to the theoretical achievements andexperience has been made and combination with the implementation of specialassistance system about family planning special family in Jilin province, adopts themethod of combining the theory with practice,we deeply analysis demands andcountermeasures about family planning special family. Firstly, we have descriptionanalysis the basic situation and characteristics of family planning special family inJilin Province; Secondly, we analysis the demand of Family Planning special familyin Jilin Province using demand theory and Social Support Theory. These requirementsinclude financial support, institutional support, spiritual care, health care and so on.We summary the plight of this special group because of the one-child-child death ordisability caused; Thirdly, we analysis policies and the specific practice measures offamily planning Special family.
