An Empirical Study Of Family Development Capacity And Family Planning Special Family Support Policies

At present,family-planning special family has become a special group of Sichuanprovince,which is facing the risk of family poverty,family disruption,family isolation and family pension risk,and so on.The family development is greatly restricted.However,the national policy support system for family-planning special family is not perfect,which can't perform the desired effect.This paper is based on the application research.For the research purpose and research design,this paper discusses the relationship between the family development ability of the family-planning special family and special assistance system policy satisfaction in Sichuan province.For that reason,On the basis of previous two research projects,one is the Research on Family-planning Special Family and the other is the Investigation on the Implementation of Support Care for Family-planning Special Family in Sichuan Province,the author makes further analysis and study of family-planning special family.In the process of investigation,the author found that family-planning special families' family economic ability,family psychological adjustment ability,family health support ability,family fertility and family pension are poor.Especially with the release of universal two-child policy,family-planning special families think that they are abandoned by the state.When their demands can't be met in the grass-roots government,they will be frequently organized to leapfrog petition.After all,the public financial resources is limited,family planning department,public complaint department and other departments have a contradictory attitude towards family-planning special family,to some extent there is a game relationship between the two sides.At the Family-planning Special Family Representatives Symposium in Chengdu in December 2016,the tense atmosphere forced the author to ponder about the relationship between the family development ability of the family-planning special family and special assistance system policy.Owing to the family-planning special families as the necessity of the study and the hysteresis of academic research,this study uses multi-disciplinary theories,combines quantitative and qualitative research method,respects for history and recognizes reality,it is of great significance to discuss the practical problems with the theory.From the theoretical perspective,the paper constructs a framework of family development ability of family-planning special families,and puts forward the evaluation index for the group's family development capacity.It the combination of sociology,social security and other disciplines theory,analysis of Sichuan province family planning special family assistance policies,the construction of scientific and reasonable policy basis has a certain reference value.From the practice level,the paper studies the family-planning special family's satisfaction to assistance policy,maintaining social stability is a matter of urgency;keep pace with the times,the comprehensive study of the two child policy liberalization,support policy adjustment scheme has strong time.This paper is divided into three parts.The first and the second chapter is the basic part.The third chapter to the fifth chapter is the main part of this thesis,which discusses the current characteristics of family planning special family,special assistance system policy,and the relationship between family development ability and policy satisfaction.The sixth chapter is the last part,which has summarized the whole discussion.In this paper,the author points out that family development ability is becoming a new current on family study,and the family planning assistance system has a certain role in making up for the lack of family function.By analysis of survey data,the paper shows that: Firstly,family-planning special family is facing serious difficulties in the development of family capacity.Secondly,there are significant differences in the support policy satisfaction of the family-planning special family with different family development ability.In all elements of the family development capacity,family economic ability factor has not been of statistical significance to policy satisfaction;the special interaction factor of social interaction ability has a significant and positive effect on special assistance system policy satisfaction;psychological adjustment ability of sleep quality factor and social adjustment factor is statistically significant;Family health management has positive effect on policy satisfaction.Thirdly,ex-post compensation mechanisms have been difficult to meet family's demands.Based on this,the paper puts forward the idea of family-planning special family support policy based on family development ability.This paper argues that to improve the satisfaction of special assistance system policy,we should rethink the current policies from the perspective of developmental social policy and fully consider the diversification and differentiation of target population of assistant policy,refining the existing support policies,and strive for the refinement of public services.
