The basic education in China at present is called three level management mode of curriculum. The development of school-based curriculum is an important part of the national three level curriculum management mode, which emphasizes the school-based curriculum development activities, its mission is to fully respect the school-teaching environment and the teaching needs of teachers and students, and to make up the lack of defects for the development of the national curriculum. Therefore, the development of school-based curriculum development is directly related to how the school education really achieves optimization. Currently, primary school arts education in China is facing the best development opportunities, especially since the implementation of the new curriculum reform, art education changed the subject centered tendency of overemphasis on the past, and brings which of course can be closely related to teachers and students daily life experience into a greater proportion of attention. This really helps improve the aesthetic consciousness in the positive emotional experience to students, thus the overall quality of conservation playing the role of human.The research object in this paper is theoretical and practical exploration on the art school-based curriculum development of primary school. Based on reviewing the theory of art school-based curriculum development and the situation of its research at home and abroad, the paper points some questions during the development process of art school-based curriculum in primary school from conception, capacity, supply, demand and technology perspective, then makes a research on the development and practice of school-based art curriculum in primary school in China, especially selects the rubber mud finger wipe painting school-based curriculum which is developed by the senior middle school art teacher Zhuang Shuhua of the ChaHaYang Farm Primary School in GanNan County, Heilongjiang Province, explores the practice of rubber mud finger wipe painting school-based curriculum on its objectives, teaching strategies and significance, analyses her development process and results, summarizes and promotes her successful experience. At the same time, the paper also makes further thinking on how to enhance the effectiveness of primary school art school-based curriculum development in the aspect of content design, teaching media, evaluation and reflection, in order to provide new perspectives and data exploration for theory research and practice of primary school art school-based curriculum development.
