Since the publication of the “Provisional regulations on employee sports of enterprises, public institutions and government units” in1997 by the state general administration of sports, employee sports get the attention of the researchers, but not many research results and the research content is single. Not until the foundation of China’s Cultural and Sports Association did the employee sports got great development and provided a new opportunity for the theory research of employee sports. A lot of research results came out, mainly the employee sports present situation, the connotation characteristics and the development trend of staff sports and so on. Systematical research on employee sports is still blank, and multi-dimensional examination on the enterprise staff sports and safeguard mechanism research is a new topic. The employee sports in some countries has developed quite well, like America, Japan and South Korea. Their experience and methods which is formed by the different cognition and practice of sports provides a lot of study and reference for us, especially in the early stage of development of economic zone of Japanese and Korean companies.By studying the following conclusions: 1) The present shandong blue economic zone, Japan and South Korea enterprise staff sports management types and community management type is not suitable for Japan and South Korea enterprise staff sports management system. 2) The blue economic zone, Japan and South Korea enterprise employees physical exercise motivation mainly concentrated in physical fitness, psychological need, entertainment, etc., but the worker sports funding sources of the single, lack of sports expenditure per capita, sports facilities, more and more difficult to meet the growing demand for sports fitness for enterprise employees. 3) The shandong peninsula blue economic zone, Japan and South Korea company worker cultural degree overall presents a pointed at both ends and the middle big featured on the status quo. 4)Japan and South Korea enterprise employees overall is low, the income level of income and consumption level is proportional to the, the worker in the case of the low level of income, sports activities is limited by a lot of. 5) The blue economic zone, Japan and South Korea enterprise employees take part in physical exercise of the cognitive attitudes and actual behavior and their outlook on life, values and with the level of education have a certain relationship.Based on the above, my research is mainly from the employee sports and mass sports of United States, Japan and South Korea, analyses their successful experience in development of staff sports. The paper will also analyze the management system, workers’ education structure, nature of work and wages, worker physical exercise awareness and motivation, sports expenditure, workers’ participation in physical exercise, staff sports consumption level, fitness facilities of enterprises and etc., of the Blue Economic Zone, to explore the inherent law of development of sports for enterprise employees, put forward the development of blue economic zone in the new period, develop new methods and new way of staff sports in Japan and South Korea enterprises, tentatively build new management model of enterprise employees sports with characteristic of "peninsula blue economic zone" and also adapted to market economy.
