Self-taught examination system of higher education was officially founded in the early 1980 s. For over 30 years, self-taught examination has cultivated a large number of talents, and has gotten widespread attention of the society with its strict quality and good reputation, having great influence. With its continuous development, an increasing number of self-taught students choose to have the social training organizations of self-taught examination for leaning guidance. The rapid and widespread development of the organizations for self-taught examination objectively promotes the multi-development of higher education, but there have been some problems that cannot be ignored, such as wrong guiding ideology for school-running, one-sided pursuit of educational scale and economic benefits, false propaganda, false promises, irregular charges, chaotic internal management, and poor guarantee for the quality of leaning guidance etc. These problems seriously affect the quality and reputation of self-taught examination, causing negative social impact. On the basis of existing research results at home and abroad, it is of great significance to make a further research with regionalization and subdivision on the supervision of educational administrative departments towards the social training organizations of self-taught examination.It must be faced that the supervision on social training organization of self-taught examination has the certain difficulty and complexity, which need the synergy of educational administrative departments, social training organizations of self-taught examination and self-taught students, in order to well supervise the social training organizations of self-taught examination. Taking the civil servants of educational administrative departments, the staffs of self-taught examination’s social training organizations and the self-taught students as investigation objects, this thesis carries out the relevant investigation by the combination of field survey, in-depth interview and questionnaire survey. Many aspects have been paid mainly attention to, which are the present competition situations, school-running conditions and the training effects of self-taught examination’s social training organizations, the supervision functions,supervision modes, policy foundations and the supervision effects of educational administrative departments, the satisfaction degree, interest appeal expression and legal rights and interests relief of the self-taught students, and the influence of working attitude, work ability and work efficiency of the civil servants of educationaladministrative departments and the staffs of self-taught examination’s social training organizations on the supervision effects. The study conclusions have been made by multi-aspects discussion on the current situation, the distinct manifestation of the existing problems and its influence on the supervision effects. On this basis, the suggestions on improving the supervision work of Sichuan education administrative department to the self-study examination organization have been proposed from aspects of supervision idea and mode, interests appeal approach, legal effect of supervision policies, and the influence of individual factors on the supervision effect. It is hoped that the effective supervision could help to improve the problems existed in enrollment propaganda, cooperation in running school and teaching management of self-taught examination’s social training organizations, guide all kinds of organizations to be reasonable, orderly and healthy development, guarantee high quality and high efficiency of self-taught examination system, and achieve the goal for Sichuan educational administrative department to enhance work efficiency and service level.
