Administrative functional departments' management activity, is the most important component of university administration. The managerial efficiency and service levels of university administrative functional departments are lower, in the traditional bureaucracy management system. And they can't meet the requirements of the rapid development of China's higher education any longer.The team management has become a modern management focus in China. The article elaborates the necessity of university administrative functional departments' organizational change using team-building thinking, such as cooperation, democracy, science and innovation. Then it analyzes the feasibility of team-building in 5 aspects of organizational basis, cultural basis, knowledge basis, subjective will, experience basis.The team-building of university administrative functional departments remains in a spontaneous, non-system stage, contrast to the enterprise team it has its own particularity: Its basis is the block of internal educational and administrative functions. Its ultimately will is to enable better administration services in teaching and research work. At the same time, it's implementation must rely on higher educational expertise, unique campus culture and the joint participation of vast number of students and staff.Based on the Analysis of questionnaires and interviews results, the article summed up the main issues in current team-building of administrative functional departments in 5 aspects as team structure, objectives agreement, team atmosphere, information exchange and leadership styles. The main issues are as the following: Unreasonable team structure is not conducive to the efficient management; Team goals have not inspired the enthusiasm of the members fully; Team, lack of genuine team spirit, has conflicts more or less; It is lack of the internal and external real-time information exchange, and it impacts the actual results; It is lack of leadership skills, neglects emotional management, and it hampers the process of team-building.In light of reality, the article proposes measures of strengthening the university administrative functional departments' team-building: Constructing "flat organizational structure", and enhancing the team members cohesion; Increasing the team goals' incentives; Cultivating a strong team spirit; Strengthening real-time information exchange to all-round; Improving their overall leadership ability and quality.
