As one of the most important part of our socialist higher education career, privatecolleges and universities’ reform and development get more and more attention in thewhole reform system of higher education. Private colleges and universities continuouslypromote their soft power and enhance their own competitiveness by improving thehardware facilities, expanding their running scale, improving their equality of teaching.Based on the limitation of their own conditions, make the educational administrativedepartments’ administration of private colleges and universities indispensability. Thekey link among this is the provincial education administrative departments’ performancemanagement and it is directly related to the scientific development and future directionof private colleges and universities. This study focuses on the implementation ofperformance management which provincial education administrative departmentsimplement on private colleges and universities.Combining the development process of our private colleges and universities, thisstudy firstly explained the necessity of provincial education administrative departments’performance management on private colleges and universities and investigated thecurrent situation.Then, based on the above analysis and investigation, combine with the actualoperation of private colleges and universities, introducing the performance managementmethod of provincial education administrative departments into the private colleges anduniversities performance management field. The author explores the systemconstruction problems of the performance management which provincial educationadministrative departments implement into private colleges and universities, such as,how to build the soft and fixed target system of performance assessment on privatecolleges and universities, the result of performance assessment’s macro regulation andcontrol rule of private colleges and universities, the guidance rule of standard, healthy,high-quality, sustainable development and so on. Finally, contraposing the operation ofmanagement system which provincial education administrative departments implementinto private colleges and universities, the author puts forward improvement measures and construction path.
