The Common Core State Standards(CCSS), as part of the American education reform,has become the hot issue of the current education reform in the United States, discussed by people everywhere. And according to the research, we found that many teachers lack necessary understanding for municipal curriculum standards of nation and provincice. There was no formation of standard quality. Don’t mention let it to guide their work, which resulted in a lot of policy norms to become a mere formality. More importantly, this standard had a significant influence on American primary and secondary schools. Therefore, the author tries to do the research on CCSS for ELA in the U.S. State of Washington as a representative example to provide some valuable suggestions for the reform of basic educational curriculum in China.This paper includes generally the following five parts.The introduction part mainly discusses the significant impact on the U.S. Elementary Education Curriculum standard-Common Core State Standards(CCSS). Through the collection of relevant research literatures at home and abroad, accessing and combing, I find that most researches focused on characteristics, evaluation of test system of the standard from a single aspect or several small factors, which is a kind of macroscopic description. However,carrying out case studies of a state is extremely rare. In this paper, the Washington State Case comprehensively describes and analyzes implementation process, difficulties and achievements of the standards. Furthermore, comb and summarize the effectiveness, features,and controversies of the standard implemented in five years. Relatively speaking, this is to develop a microscopic way.The first chapter describes the goals, development process, content and features of the CCSS in the United States. It mainly introduces the standard system of CCSS for ELA in grade K-12, including the CCR standard and the K-12 specific grade standard. In order to present specific standard content in a intuitive way, the author mainly introduces the selection of CCR reading standards and 3 grade information reading standards in detail, providing background conditions for the introduction of CCSS for ELA in Washington State.The second chapter comprehensively introduces and analyzes the process of the implementation of CCSS for ELA in Washington State. Before and after the adoption of standard, Washington State has done a lot of preparation work. Before the adoption of standard, it commissioned the Hanover Research Company and Teachers Working Group to compare the budgets of the cost of enforcing standards. After that, Washington decided toadopt new standards and developed detailed “four-step” implementation plan, which made some specific requirements for teachers and schools’ administrators. In order to promote the smooth transition of the new standards, the State Department of education has developed three year transition plan for the English standard, focusing on the three year transition plan of Grade 3 English standard in Washington State. Some significant changes in the transition plan are described in detail. Finally, the professional development of teachers, adjusting to textbooks and teaching aids materials, and digital educational technology to support the three specific activities were described in Washington state.The third chapter reviews and summarizes the effect, characteristic and controversy of CCSS for ELA carried out in Washington state for five years. This chaper focuses on the essential requirements,according to CCSS for ELA, has opened the core curriculum of foundational and methodological in primary and secondary schools, to cultivate primary and middle school students’ learning and creative ability for the preparetion of entering colleges and searching for jobs.The states of Washington has achieved some effect in the process of implement, but also generated some controversy. For example, Federal Government is not taken into account the differences in cultural background of students, leading to a lot of resistance in the implementation of the Standard. Standard is developed for just one year, the quality is also controversial.A new generation of Smart Balance Assessment bring great pressure for students and teachers. There are some interests of behavior of some education groups bringing in teachers and parents unhappy.The fourth chapter describes the three inspirations from the implementation of CCSS for ELA for promoting the reform of basic education curriculum in our country. First, building the core curriculum; Second, developing the curriculum standards based on the “core literacy”; Third, adopting the assessment system based on “standards”. The curriculum structure of in our country is single, and it is necessary to set up the core curriculum in primary and secondary schools.The core curriculum has the characteristics of“interdisciplinary”, follow the regular of physical and mental development of children, It mainly cultivate students’ ability, It is beneficial for students’ overall development, meet the needs of social development.It is the trend of international education reform to develop the curriculum standard with the “core qualities”, which is the foundation of the development and implementation of the “core curriculum”. Student academic assessment is single in my country, the traditional paper and pencil test to examine students’ the grasping situation of book knowledge, but does not apply to investigating the students advanced skills, in order tomake up for the deficiencies of the traditional test, it is recommended for China to adopt the diversified evaluation methods(e.g. Performance Assessment) based on the “Standard”.
