In the past 40 years, the working personnel of family planning at the grass-roots level made great contribution to stabilize the low fertility level,and improve the quality of the population. The village family planning staff is the main force of health and family planning work. However, the stability of this professional team is worrying, which is not only related to the implementation of the national policy, the relationship between the country’s sustainable development, but also related to the livelihood of the people.Objectives:This research through to the Hebei Province village family planning staff questionnaire investigation, to understand the current situation of village family planning staff’s income levels, discusses the influencing factors of village family planning staff’s income in Hebei Province, analyze its income satisfaction and factors that influence the income satisfaction for the next step to improve the existing revenue system, establish a scientific incentive mechanism, strengthen the construction of village family planning team to provide effective theoretical value and practical significance.Methods:In this paper, the village family planning staff in Hebei Province as the research object.From 11 districts in Hebei Province city 22 counties(cities, districts) 110 township(town, street), 1100 village(neighborhood) of village family planning staff chosen 4000 leader women of childbearing age and 1800 village full-time staff to survey. Used statistical analysis software SPSS18.1 to statistical analysis the survey data.Results:(1)The heads of women in childbearing age average income are 110 yuan a month,the highest for 140 yuan a month, the lowest for 80 yuan a month. The village family planning cadres average income are 350 yuan a month, the highest for 800 yuan a month, the lowest for 100 yuan a month.(2)The village family planning staff degree of income satisfaction is low.The degree of income satisfaction of the heads of women in childbearing age are 10.8%, the degree of income satisfaction of the village family planning cadres are only 4.6%.(3) The cultural degree,number of management of women of childbearing age, region and training are the influence factors of income of the heads of women in childbearing age(P< 0.05). Can be seen from the value of the regression coefficient, the culture degree and region are the greatest effect of income, followed by training, the last is the number of management of women of childbearing age. Increased by degree of culture, number of management of women of childbearing age, the number of training, the heads of women in childbearing age income level improve gradually. The higher the level of GDP, the heads of women in childbearing age income level is higher.(4)Age and number of management of women of childbearing age are the influence factors of income satisfaction of the heads of women in childbearing age(P< 0.05).Can be seen from the value of the regression coefficient, age is the main factors, and smaller is the number of management of women of childbearing age. Increased by age and the number of management of women of childbearing age,the income satisfaction degree of the heads of women in childbearing age is higher.(5)The number of management of women of childbearing age and region are the influence factors of income of the village family planning cadres(P < 0.05). Can be seen from the value of the regression coefficient, region is the main factor, and smaller is the number of management of women of childbearing age. Increased by the level GDP of the region and number of management of women of childbearing age,the village family planning cadres income level is higher.(6)The age,gender, cultural degree,years of working, the number of management of women of childbearing age and region are the influence factors of income satisfaction of the village family planning cadres(P< 0.05).Can be seen from the value of the regression coefficient, the gender and cultural degree are the main factors,and smaller is the number of management of women of childbearing age. The income satisfaction of women village family planning cadres is better than men.Increased by cultural degree level,the income satisfaction of village family planning cadres is lower. Increased by the number of management of women of childbearing age,the village family planning cadres income level is higher.Conclusions:(1)The village family planning staff in Hebei Province income level is the low.(2)The village family planning staff in Hebei Province income satisfaction is low.(3)The main factors influencing Hebei Province village family planning staff’s income level are the region,cultural degree,number of management of women of childbearing age and training.(4)Age, gender, cultural degree,and the number of management of women of childbearing age are the influence factors of Hebei Province village family planning staff’s income satisfaction.
