Modern citizen education is after the bourgeois revolution, which derives along with the establishment of the position of citizens modern capitalist country’s citizenship in the constitution. With the continuous development of politics, economy, culture, citizen education has received the widespread attention around the world. China introduced the concept of citizen at the end of the 19th century, after more than a century of evolution and development, citizen education system has basically formed. Citizen education target is an important part of citizen education system, it decides the standards and quality of citizens. Citizen education of junior high school stage bears the national important responsibility of developing qualified citizens, having citizen education for students of this stage not only makes preparations to step into society, but also lays the foundation of receiving higher education. Research about junior high school stage of civic education target, the present situation and the refactoring not only clarifies the target of junior high school education, grasps the development trend of citizen education target, the challenge in citizenship education in the new period, further understand the current situation and problems, in order to refactory citizen education target in junior middle school stage target, lays a good foundation to cultivate more future citizens with age characteristics and social development requirements.To fully understand the current situation of junior high school civic education target, you must clear the developing course of junior high school civic education target, understand the trend of the development of civic education target. Junior high school civic education goals in China roughly experienced four stages of development, from cultivation "people" to "political citizen", by cultivating citizens "political" to cultivating citizens "morality", by cultivating citizens morality" to "modern citizens" training. From the development of civic education target, we can find that the citizen education target throughout the development process pays more attention to the cultivation of citizens’ moral, under the influence of national policy, the future citizen education target will strengthen the cultivation of citizen consciousness.To construct a more perfect junior high school civic education target, we must grasp the challenge and present stage that our country’s junior high school civic education target faces in the current stage. Globalization, political democratization, social public and the development of the multiculture has made serious challenges to the junior high school civic education target. China’s current school civic education target is the lack of response to this challenge, due to the effect of the development of the citizen education target, citizen education target pays too much attention to the cultivation of the individual personal morals and political ideology, lack of the cultivation of citizen consciousness and morality, and pays attention to the cultivation of students’ values, lack of the cultivation of the skills target. Citizen education target faces these challenges and problems, requires a reconstruction of citizen education target.To cultivate future citizens with age characteristics, we must depend on challenges and problems as the realistic foundation to reconstruct the citizen education target, from the dimension of cognitive, attitudes, values and skills to properly deal with the relationship between the individual and the state, society, world in order to reconstruct the citizen education target.
