A Study On The Problems And Countermeasures Related To The Policy Of Government Funded Overseas Study In China

With the development of our modernization, as an important guarantee of overseas study, government sponsored overseas education plays a vital role in leading and determining the value and target orientation of overseas study in China. Since 1996, government sponsored overseas education management reformed, our study abroad education differ compared with the past greatly from the objective, content, and method of management. It is of great significance on studying abroad policy existence problems in China and analyzes the causes of the problems, it is not only propitious to our study abroad education better, but also conducive to studying abroad policy continues to improve in the future.This paper uses some research methods of educational science, historical method and comparative analysis research method, etc. Firstly, defines the basic concept of including the public school study abroad, studying abroad policy, expounds the main theoretical basis--the principal-agent theory and the push and pull theory; Secondly, more detailed analysis of the evolution of Chinese studying abroad policy historical process and its main characteristics, four stages including the end of the Qing Dynasty, the period of the Republic of China, the founding of new China to the reform and opening up and after the reform and opening up to now, China’s current studying abroad policy is explained emphatically, and on the basis of our public school study links can be divided into selection policy, the management policy and the return policy. Again, from three aspects, including the selection policy, the management policy and the return policy, reveals the main problems of Chinese studying abroad policy, and from three aspects of the domestic environment, system security and management analysis of the causes of the problem; in the end, put forward constantly specific countermeasures and suggestions to improve our studying abroad policy respectively, according to the main problems exist in the selected policy, management policy and the return policy.
