The author introduced several important theories related to the policies for government funded overseas study and the development of these policies, analyzed our country's position today on government funded overseas study education according to higher education theories. The author holds that at present our country's government funded overseas study education is still at the stage of "flower education". So we should stick to the principles of "benefit first", "careful selection and sending", "send according to real needs" in selecting and sending government funded overseas students, trying to ensure the quality and success of this work and build a fame for this special national team. According to her working experience, the author points out many problems about sending scale, financial investment, funding amount and problems in the links of selection, sending, management and collection. The author also puts forward her suggestions and countermeasures to deal with these problems, such as giving more attention to the role of the recommendation of the sending institute in the link of selection to ensure the quality of candidates, three-party (the National Foundation for Overseas Study, the Embassies and Consulates, and the sending institutes) management to ensure the collection rate of government funded overseas students, giving more benefit and emotion investment in arranging the returned students to keep high-level talents. The author hopes that her study and discussion on these problems would be of any help to the relevant policy-making departments and improve the work of government funded overseas study.
