The National Fund Returned Students Policy Improvement

Government-funded overseas-study policy has been paid great attention in China either in public policy field or higher education field. Lots of aspects of government-funded overseas study in our country are varying with time such as background, motivation, standardization, legislation and emphasis, among all those aspects returning policy proves to be more important as it determines how these government-funded talents can contributed to their motherland. Respect the fact that supporting Ph.D student aboard is the focus of current work it becomes necessary to discuss how to strengthen the returning will by improving government’s policy. Thus, the paper firstly reviews development process and rule of returning policy; analyzes how policy would affect return will of funded Ph.D candidates for further step; proposes possible modification of returning policy and other approaches to attract more Ph.D come back at the last part.Based on survey of self-made questionnaire, this thesis discusses possible improvements of returning policy in details respectively from five aspects as follows: concept of returning, policy text, policy implementation, selection and management of Ph.D candidates, non-policy factors.1. Returning policy should be pertinent, personalized and long-term planning. Ph.D candidates should be divided by some basic features so that specified policies can be produced. Take care of personal need of students which might cause a win-win ending. Have a long-term planning for students with the purpose of " serving the country"2. Text of Returning Policy should be modified.Economic restriction method should be carried on. Legal protection and reputation punishment should be strengthened. Demanding of returning should be modified. Encourage policy should concern both economic and spiritual stimulus, the former one should focus on support of career and solving living problems, the latter one should put emphasis upon constructing reasonable visiting procedure of relatives, improving Intellectual Property protection and building international communication platform due to long-term property of research.3. Implementation of Returning Policy should be improved. Spread the returning policy widely, on the other hand, carry out the returning policy with feedback mechanism under legal supervision. 4. Selection and managements of students should be improved. Selection should be based on academic records, healthy and personality, modify deposit and guarantor system, adjust amount of financial aid standard for different cases. For management, embassies abroad should take care of student’s work, healthy and emotional life.5. Poor academic and economic environment should be changed. Attract Ph.D students to return by improving economic situation and employment environment, removing negative influence of doing business based on relation, speeding up cleaning academic environment.
