Preschool education is an important part of basic education, and has a significant impact on the all-round development of children; it plays an important role in improving the quality of all citizens and building a powerful country of human resources. Preschool stage is a best period of the deficiency compensation of auditory rehabilitation for hearing-impaired children, the development of preschool education is conducive to carry out early intervention and education for hearing-impaired children, and maximally protect the right to education of hearing impaired children; this has important significance for promoting education equality and social harmony.According to public goods theory, new public service theory, critical period theory and education fairness theory, and by employing methods of document research, questionnaire survey and on-the-spot investigation, this research thoroughly investigates the present development of preschool education for hearing-impaired children in Fujian province. Meanwhile, this paper gives a detailed account of present situation and problems of preschool education for hearing-impaired children from family rehabilitation education, institution rehabilitation education, teacher team and institution construction and management five aspects. On the basis of the above, this research performs causal analysis of the problems of preschool education for hearing-impaired children in Fujian province and proposes some optimized strategies.The results of this research shows that there are many problems in preschool education of hearing-impaired children in Fujian province, for example, lack of educational institutions, and the uneven distribution; institutions’ area and scale are limited; serious lack of institutions funding; class teaching staffs are shortage, teacher-student ratio is too high; too much emphasis on individualized teaching, the arbitrary of teaching program is strong; class facilities exist many problems; the number of teachers lack is serious;the structure of the teachers is not reasonable, and the development mechanism is lack; family rehabilitation teaching form is single, and the lack of play form is serious and so on.The main reasons leading to the problems above have the following several aspects: lack of laws and regulations, the development of preschool education for hearing-impaired children without legal protection; government attention is not enough, serious shortage of financial investment; the position of preschool education for hearing-impaired children is ambiguous; the standardization of organization management and construction need to be improved, the management mechanism of institutions is not perfect; teachers’identity is uncertainty, and lack of basic security; parents have misunderstandings in preschool education for hearing-impaired children; propaganda is not enough, social is lack of understanding on preschool education for hearing-impaired children.Finally, according to the above analysis, and by combining with the actual situation of Fujian province, this research proposes some countermeasures and suggestions aim to promote optimal development of preschool education for hearing-impaired children, for example, perfecting laws and regulations, construction of legal protection; increase budgetary funding, provide material support; take Fule kindergarten system’ construction as an opportunity, give a clear position for preschool education of hearing-impaired children; strengthen the standardization of institutions’ management and construction, establish a specialized management agency; strengthen the construction and management of teachers, improve teachers’ treatment; great attention should be consistently attached to the development of family rehabilitation education for hearing-impaired children; intensify propaganda to improve the social awareness of the importance of preschool education for hearing-impaired children and so on.
