Then issued the "State Council on accelerating the development of modern vocational education decision", the education information was improved to a new strategic height, and gradually realize the full coverage of all professional quality digital education resources.As an important part of teaching resources construction of Educational Informationization, it will achieve new ways of resources construction in a variety of media, a variety of channels, a variety of methods in the digital environment. This group for construction has turned to the whole society from the Vocational College Students’ learning, the design concept began to shift from scattered overall planning, through the use of various media to form a combination of media and media, pay attention to stimulate the learning interest of the learner, and be able to design the teaching process according to different majors, different application objects, different learning environments to meet the diverse, personalized, practical teaching requirements.But the construction of open vocational stereoscopic teaching materials is still facing a series of problems, such as:the scientific research ability in higher vocational colleges is still a short board; The effective mechanism of construction and development of high quality teaching resources has not been formed. The process of teaching resources in the construction of modern information technology and integration is not thorough; Higher vocational teachers’ ability of applying information technology needs to be improved etc.This paper takes Hebei provinces’six higher vocational colleges as the investigation object, using the method of literature research, investigation and comparative study, The first is through the inductive analysis characteristics of vocational open type stereoscopic teaching materials construction function and position to provide theoretical support for the definition of the concept. The second is through the overall comparison of the current higher vocational open type stereoscopic teaching materials analysis, to find the main restrictive factors which affect its construction and its performance, summarizes the design specification, way of development and market distribution of open vocational stereoscopic teaching materials construction way of development and market distribution to construct the theoretical framework of the issuance of construction and market resources of modern higher vocational open stereoscopic teaching materials, and finally promote constantly self renewing and maintain vitality.This paper is divided into five parts:The first part, introduction. This part explains how the problem is proposed, the research significance, the domestic and foreign related research review, research ideas and research methods.The second part, an overview of open stereoscopic teaching materials in higher vocational colleges. This part expounds the characteristics and functions of open stereoscopic teaching materials in higher vocational colleges, and analysis of the open stereoscopic teaching materials’ status.The third part, analysis of open type stereoscopic teaching materials in higher vocational construction background. This part begins from the current higher vocational open stereoscopic teaching resources in the overall analysis, draw the following four conclusions, that is market level improved, comparative analysis of selected textbooks, comparative analysis of textbook type, comparative analysis of writing perspective, comparative analysis of quality. Then take the six Vocational Colleges in Hebei Province as the research object, through the investigation, research the application of Higher Vocational open stereoscopic teaching resource construction.The fourth part, code for design of open type stereoscopic teaching materials in Higher Vocational Colleges. This part puts forward four elements of resource construction, that is elements of ideological education, knowledge and ability, psychological factors, skills and aesthetic. And analyze the requirements of each element in the design process.The fifth part, the development of the higher vocational open type stereoscopic teaching materials resources. This part summarizes the development way of open type stereoscopic teaching materials in higher vocational colleges. There are two main types:one is collection of material information digitization, through a collection of special tools. The other is using of existing tools or software development platform. Then, focuses on the material resource development steps. That is, how to set up the curriculum group, how to design the teaching plan.The sixth part, strategy on the issue of open type stereoscopic teaching materials in Higher Vocational. This part summarizes the situation of the teaching material resources of higher vocational education, and clear status of open type stereoscopic teaching materials in Higher Vocational. Then do the market analysis of the open type stereoscopic teaching materials to get the publish strategy of the open type stereoscopic teaching materials resources in Higher Vocational Colleges. Finally, to construct the sustainable development of the system of green higher vocational education resource distribution system.
