OER (Open Educational Resource) and its practice are emerging as a growing international phenomenon. It is also one kind of strategic measure of high education innovation. Our nation began our elaborate courses construction program in 2003. Successful experiences and challenges are worthwhile to research on program planning, elimination of obstacles in taking resources. Those high quality resources are freely open to the teachers and students, and it played an important role in guaranteeing and improving the quality of our national higher education and people training.This research aiming at looking for the problems which may occur in the website construction of the national elaborate courses in higher vocational institutions and finding reasonable strategies on the basis of the analysis of the status quo of the construction of it.At first, this thesis built a firm theoretic basis through the definition and characteristic analysis of higher vocational institutions, elaborate courses, and net courses; research on the perspective on curriculum of higher vocational institutions; theories on the design of open educational resources. This is the theoretical basis.This research put forward the system of the evaluation standard of the website of national elaborate courses in higher vocational institutions, mainly include three aspects: the usability, course module construction and the circulate quality.This thesis analyzed 688 courses selected from the new standard created in 2007, combining the methodology of stratified sampling and systematic sampling and selected 138courses of Higher Vocational Institution from those 688 courses as the research object. The writer used his evaluation standards to statistic and analyze. The findings are: the applicability of the course is not good, lacking situational and practical experiment and training, no good interactive environment, lacking effective studying evaluation and support system, no good quality websites.In order to testify the result of the content analysis, this research also made up questionnaires to test the high vocational institution students'feelings towards the quality of the elaborate courses. And analyze the quality of the elaborate courses from the students'perspective. The contents of the questionnaire are: how the students obtain the elaborate courses resources, the application of the elaborate course web resources, the degree of satisfaction, the expectation about the elaborate courses, opinions and suggestions about the elaborate courses. This thesis investigated the higher vocational institution students in Ji Nan, Qin Dao, Wei Hai, Ri Zhao, and Dong Ying in Shan Dong province. The research results indicated that the students are not so familiar with these courses with low degree of gratification, and the main factors which influenced the usage of the website is lower publicity, the web is obstructed, lower quality and less abundant resources.Under the guidance of the constructionist, humanism, post-modernism, by analyzing the results of the questionnaire, this research proposed the problems occurred in the process of the construction, and made out lots of enforceable strategies, strengthening the publicity, correctitude the rudder, pay much attention to improving teaching quality, this is not for the judge. Website construction should pay much attention to practicability; optimize the net environment, making the website as the platform for the communication of the teachers and students.The main research results are:(1) Open Educational Resource program is a kind of education innovation, it is a cosmically, economical and reproductive resource sharing pattern which featuring of open share and commonweal. The program is based on the multiple usages of internet and multi-media information technology, put forward high grade learning resource, it showed the economies of scale and it is beneficial for the construction of the traditional higher education resources.(2) Our national elaborate course construction is a sharing of opening resources program which has its own features, it is administrated by the government, higher education institutions are the main body, share the teaching resource famous teacher and famous course, promote the application of the information technology at course construction and teaching in class, execute the combination of information technology and teaching. The program used the advantages of the internet transformation, but not used the interactive advantage.(3)The elaborate courses of higher vocational institutions are a main content of our national elaborate course construction. After the starting up of the program of eight years many institutions attend and the amount of the courses are increasing, it is gradually known and applied by many students and teachers in higher education institutions, and it played an important role in the construction of the course and it had a very good teaching benefit and social benefit. Now problems and challenges mainly lies in the extending and application of the project and the ideas of the project, improve the platform of the percepts and perfect the construction of the net resources.
