Research Of Security Management Of Colleges And Universities From The Perspective Of The Seamless Organization Theory

At present, China’s higher education has entered the popular stage of development. As the scale of universities unceasingly expands and the internal management system is continuously reformed, the risk and difficulty of security management are getting more serious. Faced with increasingly complex internal and external environment, it is a new challenge for universities that how to campus security management keeps paced with the times.Seamless organization theory proposed for the college security management provides a theoretical vision of reorganization. Firstly, the related concepts of university safety administration and seamless organization theory were reviewed. The connotation of safety management universities was analyzed, the seamless organization theory was interpreted, and the application feasibility of a seamless organization theory of college security management was elaborated. Secondly, combining with the practice and guided by the seamless organization theory in university safety administration, a deep analysis of university security management network was made. According to the human- resources-environmental factors, the mechanism of formation and evolution of the university safety administration gap was analyzed. By using literature analysis, inductive and investigation method, the gaps of security management was identified and the existence of the specific location of university was pointed out from five levels, namely the management philosophy, rules and regulations, team building, organization and coordination mechanisms as well as internal and external environment. Its root-cause analysis and quantitative research were carried out. Finally, in view of existing loopholes in the university safety administration, under the seamless organization theoretical guidance, the corresponding countermeasures and suggestions are put forward: changing security management ideas, remodeling seamless security management team, innovating seamless security management system and ensuring seamless security management and effective operation. The research results have important value to enhance the safety level of scientific management of our colleges and universities and to ensure the stable operation of harmonious university.
