Teachers’ethics is an ever-changing topic. Shaanxi Province has many colleges and universities. However, with the expansion of the recruitment of students scale, colleges and universities are also facing more and more problems and difficulties. As the society is progressing and market economy is developing, the phenomenon of the decline of teachers’ ethics is getting more and more attention. College teachers’ethics level directly influences the quality of students training and college education level, determining the development of colleges and universities. Therefore, exploring effective ways of college teachers’ethics building and raising the level of all university teachers’ ethics become an urgent requirement of universities, which is also essential for the development of higher education.According to the research of Shaanxi higher education teachers’ethics, the main existing problems at present include serious academic utilitarian, lack of spirit of dedication, innovation and cooperation; the reason why teachers’ ethics is declining is related to economic, institutional and personal factors; An effective way of teachers’ ethics construction is to combine the improvement of teachers’ self-cultivation, institutional constraints and evaluation mechanism. Teacher’s quality is a relatively broad concept which is made up of knowledge, skills, values, self-awareness, personal quality and motivation. Using the study of the quality structure as a starting point and through the research and analysis of the subjective and objective reasons of teachers’ethics declining, this paper raises the theoretical framework of teachers’ethics construction based on the improvement of quality; establishes quality model that corresponds to the requirement of college teachers’ethics; and discusses feasible ways of teachers’ethics construction upon investigation and theoretical analysis. Based on this, this paper puts forward some solutions and suggestions to college teachers’ethics construction in Shaanxi province.The structure of this paper can be divided into six parts. They are introduction, literature review and concept definition, research and analysis of the status quo and causes of teachers’ ethics in Shaanxi province, construction of teachers’ethics in perspective of quality improvement; solutions and suggestions to college teachers’ethics construction in Shaanxi province and conclusion. Research method is using questionnaire survey as approach and quality improvement as theoretical basis, relying on the combination of theoretical research and empirical research as well as the combination of qualitative analysis and quantitative analysis. Efforts for innovation in this paper is reflected in expanding the idea of the moral construction; building quality model and proposing suggestions to construction of teachers’ethics based on quality improvement.
