Big Data Influence On Government Statistics And Its Countermeasures

Since the 21 st century, "big data" has gradually become a hot topic in the society.The arrival of the "big data" era will bring great opportunities and challenges for the government statistics. As the subject of social information collection and use, the government statistics is responsible to provide data for all levels of government to make macroeconomic policies. In the context of the "big data", the government statistics must adhere to the road of innovation, streamline the working relationships,and integrate various statistical resources, gather a more comprehensive statistical basis data by working model innovation to meet the demands of the whole society consumers, and play a key role in economic analysis and management decisions.This article is divided into four parts: introduction, the impact of the "big data" on government statistics, how to use the big data, and which attempts have been done for Huaian Bureau of Statistics in "big data" applications. First, is introduction. This section describes the background and the purpose of this article, and then interprets the great development of the global data while introducing the definition of the "big data" and the characteristics of the "big data", and interprets the use of the "big data" in the world and which efforts have been made facing of the "big data" with examples.Second, the impact of the "big data" on government statistics. This section discusses the differences between the "big data" and the government statistics,and discusses the opportunities from the "big data" for the government statistics from seven aspects,such as information sharing, the improvement of efficiencies, institutional changes,and the challenges brought to statistical functions,means and production processes of the government. Third, how to use the "big data". This part introduces what should be done for the statistics department,including repositioning the government statistics, and improving the core technologies to meet the requirements of the “big data” era, changing data capture methods, building a “big data” statistical system, broadening the data distribution channels,and enhancing the accuracy,the efficiency and the transparency of the data releasing.Fourth, the attempts which have been done for Huaian Bureau of Statistics in "big data" applications,namely,to Establish a taxation system which can handle massive datas and share them, and a data dissemination system called “Data Huaian” which can improve the efficiency and accuracy of the data releasing obviously.Through the analysis of this article, I hope the government statisticians can pay more attention for the "big data", and understand the "big data", and further explore the impact of the "big data" on the government statistics in the era of big data.According to influence, I hope we can design more statistical applications of the "big data " to reduce the cost of statistics, shorten the cycle data of production, and optimize the distribution channels of statistical data, and achieve wisdom statistics.
