Research On The Quality Management Of Local Government Statistics Taking Lianyungang Haizhou District Government As An Example

The quality of local government statistical data is the key to the effectiveness of government statistical work.From the whole statistical work,the county-level local government statistics is the most basic link,the quality of its data,not only affect people's confidence in the data of government statistics,but also affect the government's decision-making.Therefore,the quality of government statistical data can be improved by studying the quality of statistical data of local governments at county and district level,also can help improve the scientific and rationality of government's decision-making.In order to solve the statistical data quality problems of the local governments at the county level,the paper first analyzes the current research situation of data quality management both at home and abroad.Secondlythe paper analyzes the definition of data quality,the evaluation of data quality by using theoretical analysis methods.,and clarifies the relevant concepts of the current government statistical data quality and the related theory of government statistical data quality management.Thirdly,this paper use case study method,take Lianyungang Haizhou district government statistics work for example,analyze the current situation and the problems and causes of the statistical data quality management of the local governments.By analyzing the current situations of government statistics agency setting,government statisticians,government statistical systems and statistical law enforcement,this paper finds that there are three main statistical data quality distortion of the district,the statistics data inconsistent with the fact and data number come from different departments and the data transparency is not high.The reasons can be listed as follows: statistical management system and method system,evaluation system,statistical law enforcement,statistical basis,statistical data quality management methods.Finally,take Lianyungang and Haizhou district government for example,the paper puts forward some countermeasurse and suggestions to improve the quality of the local government statistical data.Through analyzing the experiences and practices of government statistical data quality management in developed countries,this paper puts forward some countermeasures and suggestions on the statistical data quality of Haizhou district government,puts forward the reform of current statistical methods and systems,the reform of statistical management system,the implementation of vertical management,Legal education,strengthen the inspection of statistical law enforcement,do a good job of the statistical basis of standardization and electronic countermeasures and suggestions.
