Whether domestic or foreign universities university development, we are inseparable from the important role universities play in the university statute.University charter is the basis for developing other school rules and regulations of the University, the university and law school to achieve self-management basis, regulate the activity guidelines University. With the needs of the education system and universities run development, the role of university regulations also increasingly prominent. From 1995 the "Education Law",1998"Higher Education Act", "Long-term Education Reform and Development Plan" (2010-2020),2010 "to carry out the national education system reform pilot’s notice", and then to complete the approval of the Ministry of Education is currently working on the charter of the University 84 universities, suggesting that university charter system improvement and progress step by step. Improve the university charter system conducive to the realization of the right of Autonomy for Universities, will help improve our academic standards, improve international competitiveness. However, China’s university charter system, although some degree of development, but the development process emerged deficiencies and defects, this paper discusses them.This paper is divided into three parts to study the problem. Firstly, it analyzes the general problems of university statutes, including the connotation and the legal nature and legal status of university regulations. Secondly, the paper analyzes the problems existing in university regulations and puts forward suggestions on improving university regulations. Finally, the paper puts forward four suggestions:to improve the legal status and effect of university regulations, to clarify the legal relationship between the University and the University, and to improve the contents of university regulations.
