"More In Name Than In Reality":the Practice Research Of Community Elderly Day Care Service

Due to the influences of Chinese traditional culture of filial piety, Family pension mode has always been the first choice for the elderly, But due to factors such as social transformation, the change of family structure, Family pension mode already cannot satisfy the requires. While the institutions supported endowment can relieve the pressure of their children in a certain extent, But because of it has the disadvantages of too closing, service quality is not high and so on. It is difficult to occupy the mainstream mode. After the introduction of the foreign community care model and reality of our country, Scholars have put forward a new pension model of community endowment. Community endowment is a pension model between family pension mode and institutions supported endowment, it absorbed the advantages of both, Also better to avoid the shortage, It has become an important force in China’s pension project, But due to its shorter development time in our country, Although it is the trend of the pension project, Also faced with numerous difficulties such as single pension body, service content imperfect, lax management and so on.Day care center is one of the main forms of community home endowment service in our country, And largely by the social organization operation management through the "government purchasing services", this should be more professional and normative. It was not satisfactory in practice development. In this paper, we will taking F day care center as an example, Depth study literature and semi-structured interviews of the agency system design and actual services is carried out. The study found out that day care services exist the practical issues of "more in name than in reality", and the gap between the real and name of the institution lies mainly in exports of services failed to meet the needs of the elderly, institutional expertise is sorely lacking, internal environment of the agency uncontrolled. The paper analyzes the cause of "more in name than in reality" in three dimensions which includes policy, management of social organizations and the specialist of social work. According to this, the paper puts forward the countermeasures and suggestions of promoting the social work involved in the policy practice, improving the top design of the social organization, increasing the professional personnel support and so on. Expecting to be able to alleviate the "inconsistent" problem, Enhancing the quality of services for the elderly, promote the further development of the day care center. Making it really reduce the pressure of aging population for the society, At the same time, It can also make the public come to realize, understand and accept this new model pension.
