The Study On The Interaction Of Private Enterprises And Government In Community Pension Services

China has truly been an aging society in the 21st century, and pension issue has become the focus of the whole society’s attention. Therefore, socialized pension become a hot topic in recent years. Under such a circumstance, a series of pension policies have been launched which promote the social forces to actively take part in constructing the pension service system, to form a pension service model in which the government acts as the main force while the social forces participate in. As an indispensable force in the social pension system, the private enterprises have drawn wide attention from the governments and scholars. Currently, the development of China’s private pension enterprises is still in the exploratory stage. Due to lack of social credibility and the slow development of market, many private pension enterprises have been facing serious crises. In order to alleviate the negative impact of market setback, private enterprises should interact with the government to obtain resources for survival and development.This thesis, from the perspective of Social interaction theory in Trading Interaction Theory, with Company Y as a case, studies the interaction of private enterprises and government with literature, participant observation, unstructured interviews and other methods to collect information. On this basis, This study to explore the Interaction of Private Enterprises and Government in Community Pension Services. The study shows the interaction between Y and government from several aspects, including 1) the motivation of Y’s interaction with the government,2) the way they interact in resources,3) the interaction of Y and government rely on what to maintain,4) What strategies be used in the process of interaction,5) how process did experience in interactive between Y and government,6) what influence on the development of Y.The author found that the interactions between private enterprises and government is based on rational choice. Through the interaction, they completed a legal right given, exchange in resources, the delivery of services and interaction of policy. Interacting with the government, the private enterprises could get a great development in funds, corporate image, service output, pension resources and other respects. Such an interaction not only promotes the market-oriented development of private enterprises, but also has an active effect on the constructing of the business profit model. In addition, in order to achieve good interaction effect, the government and the private enterprises have adopted a series of strategy to guide and promote the occurrence of interaction, which makes the interaction between gradually clear. But it’s easy to find that the interaction between private enterprises and government has a lot of problems, such as the normalize of interactive problems, project funds into problems, and the independence of the private enterprises and so on.
