Policy Research On Government Purchase Home Pension Services Under The Perspective Of Social Development

Since pension issues in the context of aging population are increasinglybecoming a serious social problem, the traditional pension approaches have failed tomeet this need. The government has to provide publicservices for citizens improve social management and promote social service system toestablish the social and public service functions. At the18thParty Congress slogan ofbuilding a moderately prosperous society, this function is especially important.Therefore, under the premise of increased social welfare and public services, thegovernment is also seeking a ruling to change the way. And civil society organizationsare growing and developing, together with the induction of successful experience inthe purchase of the old-age home from the western developed countries and theGovernment of the Hong Kong SAR, a home care service policy our governmentcame into being.Based on the welfare pluralism theory and the theory of limited government,taking Dongguan City, Pratt&Whitney social work agencies intervening ZhongtangTown home pension service for example, this article gives an empirical analysis to thepolicy of government purchase home pension services in Dongguan City,analysisingthe policy background, content, operational mechanism, and assessing benefits andthe problem. In addition, exploration ongovernment purchase home pension services involved by professional social work is alsoan effective attempt to promote the localization of the social work, which of greatsignificance.
