With the rapid development of graduate education in our country, the contradiction between the growth of the number and quality improvement is highlighted. At the same time, due to graduate education management center of gravity down gradually, the role of the provincial government in the graduate education reform and development is increasingly important. Therefore, to improve the practice of graduate education quality monitoring and evaluation at the provincial level, not only is the real result of the development of graduate education in our country, and is the inevitable requirement of the graduate education development in our country in the future, to perfect our country graduate education quality evaluation mechanism, deepening the reform of graduate education has theory and practical significance.The purpose of this paper is to evaluate the quality of graduate education in Hunan province, from the scale, speed and efficiency three dimensions designed the graduate education quality evaluation index system,which contains mentor number,scientific research funds,cultivating graduate student number, academic papers number,outstanding graduation dissertation number, graduate student-mentor ratio,students’ average scientific research funds,employment rate,students’ average academic papers number, the excellent and good rate of sampling observation of graduation dissertation. on this basis, the graduate education quality index early warning model was established using the index method and early warning method, which laid foundation for the empirical analysis of 8 provincial key universities in Hunan in 2009-2013.The empirical results show that the graduate education quality in individual universities is serious, quality board in most universities graduate education is obvious,the traditional provincial key university graduate education quality level is low, the Hunan provincial key universities graduate education competition was not enough,the graduate education quality may appear “Matthew effect”. According to the above results, this paper put forward some suggestions such as strengthening quality monitoring and early warning, encouraging cooperation and competition among universities to improve the graduate education quality level of Hunan provincial key universities.
