Since the implementation of the new curriculum reform of basic education, primary teachers’ traditional teaching methods to be challenged again and again. Teacher education reform as a basis for frontline implementers, can really implement the new curriculum standard practice to become a key factor in the success of the new curriculum reform. The new curriculum reform, not only for serving teachers the ability to put forward higher requirements, but also the cradle of training teachers- Normal Universities in personnel training challenges. Quality Normal Colleges not only to Normal College Students ’ability to quickly adapt to the requirements of teachers’ work, but also to the smooth progress of the new basic education curriculum reform, therefore, must be disposed of Teachers College to meet the needs of basic education curriculum reform.”People-oriented”concept of the new curriculum reform in education concerns and focus on the students’ creative ability,comprehensive ability,it requires teachers not only have a solid professional knowledge but also a refined human temperament and profound cultural awareness and professionalism. All these reflect the needs of the Normal University of general education,in other words,the Normal University General Education is directly related Teachers’ Quality.The implementation of general education mainly from two aspects: general education curriculum explicit and implicit curriculum.General education courses mainly reflected the dominant school of electives. Hidden curriculum reflects the school to create a cultural atmosphere,including the material culture of the school culture and school spirit. The general education system and related policies are important to ensure the implementation of general education. Thus,the General Education Teachers College study focused on general education curriculum system,the school cultural atmosphere,three aspects of general education policies and systems. Through the study of these three areas in Normal University,analyzed the status of implementation of general education,Teachers College General Education Development proposed strategy: step up publicity efforts to improve the status and role of general education, optimizing the general education curriculum,strengthen general education teacher teaching staff; to create a distinctive campus environments,focusing on the construction of school buildings,to create a good cultural atmosphere on campus,carry out a variety of campus activities; the establishment of specialized agencies responsible for the implementation of general education general education,strengthening through knowledge building education system.
