Chinese higher education began expansion in 1999, since then learning atmosphere problems emerged. First, undergraduate students lack of passion for learning, such as arriving at classroom late and leaving early, absenteeism, plagiarism and dropout. Second, faculty’s attitude toward teaching is perfunctory and their behaviors adversely affect students’ enthusiasm for learning. Third, administrators have not adapted their style of management to mass higher education. Although government formulated a series of policies to solve these problems, the purpose of policies has not been achieved.Policies’ being not implemented ideally might be accounted for by problems in policies themselves, implementation subject and object, implementation environment and implementation control. For clarifying the problems, document research, survey, interview, and case study are used and theory of policy implementation in public policy is borrowed. The result shows that there are problems existed in three subjects of policy implementation including undergraduate students, faculty and administrators. Causes are found out by analysis of their behaviors and strategies are proposed finally.The thesis is comprised of five sections. The first section is an introduction, describing background of the research topic, literature review of policy implementation and construction of undergraduate learning atmosphere, definition of learning atmosphere and policy implementation, as well as the paper’s innovations and shortcomings. The second section combs policies of construction of undergraduate learning atmosphere. The third section is a case study of H University, analyzing problems existed in three subjects of policy implementation in the construction of undergraduate learning atmosphere. The fourth section is to find out the causes of the problems in policy implementation. The fifth section puts forward strategies for solving the problems of policy implementation. The final section is to a summary of this thesis and an outlook for future research. Through analysis of problems in policy implementation of undergraduate learning atmosphere at South China Agricultural university, it is found that achievement of the purpose of policies not only need careful interpretation of policies, cooperation and implementation of undergraduate students, faculty and administrators but also attend to societal influences including market economy and popularization of internet.
