Research On The Implementation Process Of College Sports Policy Since The Implementation Of "National College Physical Education Curriculum Teaching Guidelines"

The Physical and mental health development of college students is an important part of higher education in China.However,it still faces some problems such as unsatisfactory physical education in some schools and students’ physical deterioration.The reason lies in the slow or even stagnant progress in the process of university physical education policy implementation.Therefore,it is an important subject for the development of college physical education in China to carry out the research on the process of college physical education policy implementation.Based on the literature review,this study explores the sports policy implementation process each link,using empirical method to reveal college sports policy implementation present situation,in order to analyze the challenge for the policy implementation and the corresponding improving channel,is aimed at providing reference for college sports work,promote the healthy development of sports undertakings in colleges and universities.based on the theory of policy analysis,policy implementation theory and organization theory,under the guidance of literature material law,policy,text analysis,survey method,mathematical statistics and logic analysis to the university sports policy implementation process in theoretical explanation and empirical studies,in order to get our country university sports policy execution status and challenges of each part,provide theoretical reference for the actual policy implementation,promote the development of sports undertakings in colleges and universities.The conclusion shows that the process of university physical education policy implementation is a series of policy implementation activities composed of relevant policy implementation through policy publicity,material preparation,organizational preparation,implementation promotion,communication and coordination,and evaluation,so as to achieve the policy objectives.At present our country university sports policy number has formed a certain scale,policy and content covers a more comprehensive,has more wide field of vision,planning policy tools and value means to use a more comprehensive,play an important role for our country university sportsdevelopment,but there is also a forward-looking policies are inadequate,policy supporting incomplete,policy tools and value measure using mismatch problem.At present,China’s university sports policy implementation is faced with many opportunities and challenges.The opportunities are reflected in some aspects of the policy implementation,such as organizational preparation,teachers’ professional level in material preparation,mechanism in policy evaluation and application of evaluation results,which have injected vitality into the development of university sports in China.Challenge is in the policy propaganda in the relevant subject in cognitive impairment,material preparation needs to improve the various resources,organization of power and responsibility division and the related mechanism remains to be further perfect,promote the implementation of the policy itself and supervision mechanism needs further adjustment,communication and coordination in the process of obstacles and conflicts to resolve,policy evaluation index and executive incentive mechanism to be perfect.As for the opportunities and challenges in the process of the implementation of the college physical education policy,we can build up the consensus of the relevant subjects on the value of the implementation of the policy and enhance the propaganda of the policy.Broaden the resource channels needed for policy implementation and ensure material preparation for implementation;Optimize the organizational structure,improve the efficiency of sports work,improve the working mechanism,enhance the scientific level of policy;Optimize the way of communication,coordinate the interests of conflict resolution;Improve the evaluation method and improve the policy implementation through the construction of incentive mechanism.
