Embedded is a physics concept, it means the process and results of a thing come into another thing, emphasizing the links and integration between the two things. Synergy refers to one side mainly,the other side is supplemented, emphasizing the relationship and status between the two subjects. The paper uses embedded theory of Prof. W to analysis exogenous social organizations’ action strategies.By the analysis of S social work service center about embedded subject, embedded object, the embedding process and embedding effect, it presents the integration of exogenous social organizations and communities completely and the whole process of getting recognition and supports of residents and neighborhood committee.The embedding process is divided into strategies of embedding community,embedding neighborhood committee and establishing professional relations.It got a favorable reception from the community residents, neighborhood committee, social work sector,government leaders and medias,and had prefer embedded effects. But the growing social work organization is also facing such problems as a single source of funds, relying on personal social network and an unstable professional service team. The author pointed out the future directions of social work agencies, such as the expansion of professional services, basing on public services and with the help of micro-fee services, the establishment of a professional social work service team. Basing on practical experiences, the author comes up with a few discussions,such as exogenous social organizations embedding community is a long-term process,community organizations helping to link resources, we should focus on professional services rather than social activities.Then we drew the conclusion that it is only in response to the needs of the residents, the service organization can get a healthy development.
