The basic education in China has made an unprecedented revolution with the development of the new century to realize the real quality-oriented education. To make each student an unique individual is to take extended-curriculum courses and school-based courses into consideration for students to focus on their peculiar personality each. Many schools in Shanghai have practised microteaching so as to go on researching for Layered and Mobile Teaching System. I hold the opinion that taking tutorial system into execution in education innovation nowadays is necessary and worthwhile in order to implement course reform better. Tutorial system has been researched in some local senior high schools in China since last century. However, the case is relatively small to promote public junior high school.Hence, that I take tutorial system in junior high schools as a research project will be profoundly practical.This article uses the practical activities in the Tutorial System as its cases on the background of Layered and Mobile Teaching Systemin theY- Junior High School. Literature research method, survey study, case study and etc. were implemented to illustrate the specific situations and analyze the effects and existing problems. Practicing the tutorial system in junior high schools can enhance students’ multi-development, raise teachers’ professional levels, occupational senses of happiness and it can also improve the relationships between teachers and students. Meanwhile it brings some problems as well, such as how to elect the tutors, how to divide the groups, how to rebuild the groups, how to assure the time and how to evaluate and assess.By analyzing the causes of these problems, this article offers the following suggestions: We can balance and supplement the tutors’ abilities through grouping them in the model of “two plus two”. The designs of coaching contents should be specific and have gradients and the coaching forms should be various. We can complete the communications among tutors, between teachers and students and between our school and families by means of school network, web software and “Learning Diaries”. Regulations, multiple aspects and the practical process should be emphasized in the relevant assessment. The tutors should be considered more when the leaders give material and spiritual rewards.Why I care the value of the system is to give practical advice to the basic education in China and I hope the research will be valuable for those who are exploring the system or those who are still not interested in it as well.
