In the pace of popularization of higher education, in order to enhance the qualityof higher education, Tutorial System is gradually used in China in undergraduateeducation. Tutorial system emphasizes targeted guidance of tutors of individualstudents, so it is an important method of the many well-known foreign universities toteach undergraduate students. Compared with the foreign universities, UndergraduateTutorial System in China is still a new system, which developed slowly. We need tofind a way to develop the Undergraduate Tutorial System and its institutional buildingin China. Whether equipping each undergraduate with a tutor is to implement theUndergraduate Tutorial System? Whether renaming undergraduate academic guidanceor counseling advisors to "tutor" is the implementation of Undergraduate TutorialSystem? What is the real Undergraduate tutorial system for individual students toenhance their ability? These are the important questions we need to face.Based on these questions, this research uses the theory of New Institutionalismas the research perspective of Undergraduate Tutorial System to analyze the historicaldevelopment and change of Tutorial System, as well as China’s UndergraduateTutorial System development and institutional building process. After that, we willprovide the advice of the institutional building of Undergraduate Tutorial System inChina.From the achievements of researching the origin and development of TutorialSystem, we can learn that the Undergraduate Tutorial System is task-oriented,individualized guidance, normalization rules for the protection, intended to raisestudents’ ability. Including the theoretical inquiry, this research analyses theproduction, development processes and features of Undergraduate Tutorial System inChina. Through questionnaires, interviews and speculation, we can sum up thesituation of the building of Undergraduate Tutorial System to the three levels, then weshould firstly establish the rule of action to establish a comprehensive mechanism;then, make people understand the Tutorial System, and enhance the formation of rulesand norms; finally, create a suitable environment to seek social identity forUndergraduate Tutorial System.
