Teacher is the ultimate power of the reform and development of education. In order to achieve the sustainable and high quality development of early childhood education, the key is to enhance the professional development of kindergarten teachers. Under the modern education system, the teacher’s professional development path is pluralistic. However, the character of teacher’s work determines that the professional development of teacher is essentially a kind of practical growth. Therefore, exploring the way of teacher’s professional development based on the education and teaching practice should become the rational choice to promote the professional development of kindergarten teacher education. This essay attempts to introduce and apply a new type of evaluation system on children’s learning which from New Zealand called "learning stories", and then tries to explore the correlated strategies of promoting kindergarten teacher’s more scientific approach on understanding early children’s learning quality, while to discover the further related path of realizing the kindergarten teacher’s professional development based on the teaching practice through this assessment model.The essay is divided into five parts. The first part mainly concludes the basic introduction of the research, which illuminates that the research proposition is based on the cogitation of the realization of children’s sustainable development, the promotion of kindergarten teacher’s professional development and the improvement of the city’s early children education practice. Meanwhile, this part clearly shows the core concepts, the research ideas and etc. of the essay. The second part involves in both domestic and foreign literature reviews on related issues of this thesis, which further specify the starting point and innovation of the essay. The third part contains the empirical investigation analysis of the classroom observation behaviors of S city’s kindergarten teachers. The correlated issues are clearly defined through the survey in the process of observing children by kindergarten teachers such as the lack of active observing consciousness, the shortage of scientific observational method, the less prominent of observation purpose, the incapacity of the effective use of observed information and etc. The fourth part mainly combines with the ongoing reform project of the story of the early children education individual activities in S city and elaborates that "learning story" can promote teacher to observe children’s learning quality among six aspects, which refer to the basic value of "learning story" on improving teacher’s observation behavior, the description of goals and acts on various dimensions of learning quality, the basic principle of learning story-writing, the guidance of teacher’s consciousness, the formation of children’s learning quality observation records and the advantage of team cooperation. The fifth part of the essay summarizes practical achievements about the observation of kindergarten teachers on early children’s learning quality can be enhanced through "learning story" and defines the next step of the research direction accordingly.
