Research On Current Situation Of The European Union Sports Policy

As one of the main social activity, sport has a special significance in the European social integration process. The trend of commercialization and international on sport has be more obviously since EU became an important organization and a developed area of sport activities, which needs regulation policy within reasonable scope to advance win-win cooperation between EU and Member States. The research consist of European sports organization and agency,the development and main content of EU sports policy, the future and the contradictory and problem when checking up on the implementation of policy. The documentation mainly consulted from EU official website, original sports policy of English and the White Paper on Sport.The object of this study is the development and situation of EU sports policy. This paper mainly used literature material, logical analysis and specialist interview, aiming at researching into the present situation of sport policy and influence on European sport organization and citizens. Based on the study we draw the following conclusions:First, European sports management organization include government organizations, non-governmental organization and other sports related organizations, EU sports policy’s implementation is one process that the European Commission as the center, the members of sports department, the sports community organizations and stakeholder consulting together.Second, EU sports policy is based on the petition of Member States and the demend of European citizens. EU didn’t have a clear and particular sports policy. Some policy documents scattered in various fields published by EU sports organization as economic activities. EU law system also consider into the special characteristic of sport, emphasized the cultural, educational and social role of sport activities by making adjustments to legal clause.Third, the expression form of EU sports policy is divided into legal form and non-legal form. Sports policy is involved in a wide range, especially in the mass sports. A good sports policy means the impact on the EU Member States and the whole of Europe sports through the sports policy published, which ensure citizens could share equal sport rights within European organization and ensure fair treatment between EU, Member States, sports associations and their citizens.Fourth, European sports policy also has a negative aspect, not all policy could be fair and effective due to the uneven development of European areas. There also have cases do not suit the Member States’ benefits and system, which lead to exclusion and don’t want to accept. At this point, stakeholder communication or dialogue mechanisms and following the form of EU law would be effective solutions.Fifth,the direction of future development of the EU sports policy focus on public health and sports participation, equality, justness, sports social function and athletes education etc. The development of sports strategic focus on mass sports and sports industry.
