Taking the ongoing development of globalization and knowledge economy into account, those who can adapt to the changing world and have professional skills become the most welcomed in labor market. On the other hand, more and more low-skilled workers lose their jobs and run into vulnerable groups. As the birthplace of social integration, the EU long-term commitment to eliminate the threat of poverty, unemployment and social exclusion to vulnerable adults. How to improve competitiveness while enhancing social cohesion is the core issue of EU policy. Under the policy framework of "Lisbon Strategy" and "Europe2020Strategy",adult education as a key constituent of lifelong education, which can improve job skills to ease the plight of the employment and promotion of the economic function of social integration, active citizenship, social functions to build knowledge of Europe. The EU and its member states gradually gain recognition of adult education as a booster of social integration and a powerful lever. The EU issued a series of recommendations,resolutions,negotiations and other policies on the vulnerable adult education, to affirm the effectiveness of adult education, and to propose practical implementation of the initiatives and guidelines for member countries according to their own national conditions of vulnerable groups to develop adult education policies. The EU has also focused on the progress of project implementation and impact assessment, and urges Member States to submit their assessment report, to discuss the effectiveness of policies and projects. It all optimized for the EU employability of vulnerable adults, and enhance self-control of life and achieve personal achievement and social integration provides a path different from the past and other educational opportunities.China has experienced36years of reform and opening up, with the rapid economic development, the underlying social disadvantaged groups being formed, which consists of rural farmers, unemployed urban laid-off workers, migrant workers and others. They become an obstacle to the process of democratization and shackles of social harmony and development. Due to the lack of policy-oriented norms and values, resulting adult education of China appears many shortcomings, gradually departing from its essence.This study attempts to illustrate the development of the EU adult education policy to promote social inclusion of vulnerable groups, making it clear that why what and how the EU do like this. Hoping the adult education policy makers of China will pay attention to the value of social integration, and give full play to the guiding role of adult education policies, achieve effective docking adult education and social integration of vulnerable groups eventually.This research can be divided into six parts:The first part mainly explains the related concepts of the research and its theoretical foundation.The second part mainly focuses on the background of the EU adult education policy promoting social inclusion among vulnerable group.The third part put in order the clue of EU adult education policy and its contents since2000.The fourth part summarizes the characteristics and effectiveness of the EU adult education policy.The fifth part analysis the inadequate and the development trends of EU adult education policy.The sixth part discusses the enlightenment of the EU adult education policy to promote social integration of vulnerable groups to China.
