Since 1900 s,intellectualization,informatization and globalization has gradually become the main demands that the new times expands,which brought a great challenge for the social,political and economic development of the European Union(EU).Subsequently,the EU has realized that the only way to actualize the advanced and sustainable employment growth and social progress,which based on an increasing knowledge economy,is to establish a better Education and Training system with the support that comes from a considerable amount of well-educated and innovative talents that skilled in science and technology.Improving European citizen's scientific knowledge,skills and attitudes universally is fairly significant for EU to guarantee personal success,promote social cohesion,enhance international competitiveness and boost overall innovation ability in the knowledge-based economy society.Therefore,the EU has been trying to take 8 key competences as a whole European reference framework to accelerate the pace of science educational reform in Europe.After that,the EU successfully drove the European science education system transferring from tradition to modernization,heightened the quality of science education,developed the ability to face the challenges form future world through popularizing a talent-cultivated concept that base on the key competences.In the meanwhile,to catch the train of the “New Technology Revolution” and to seize the great opportunity it would bring,China,in the period of social transition,considers science and technology education as the most important part in socio-economic development and tries to improve the scientific and cultural quality of the whole nation through “Strategy of Invigorating the Country through Science,Technology and Education”.China insists to enhance the national competences in science and technology by deepening the reform of science education.However,when compared with the EU,the main function of China's current science education is still staying at the original stages,such as teaching students solely about science ideas,knowledge and principles,or only focusing on increasing students' curriculum learning ability.There are still barriers stuck in the way of elevating the science attitudes and competences among all citizens in China and cultivating students' scientific thoughts and practical skills.Therefore,it's necessary for us to learn useful lessons from EU‘s successful experiences on its science education policy that based on key competences.Despite of systematically sorting out the different phases of background and progress of science policy in EU,this paper further analyzes the implementation of EU's science policy that based on key competences and the possible solutions that could integrate the key competences into specific Chinese science education by learning useful experiences from EU.First,this paper briefly introduces its background,theoretical and practical meanings,then summarizes the literature reviews about the “science education based on key competences”;second,this paper traces back the overall historic exploration of EU's science education since 1940 s,and expounds the whole process of EU's science education policy evolution from 1990 s to present;Third,this paper interprets in details about the science education policies,actions and solutions that decided and implemented by EU member countries;Last,on the basis of 2 test results for PISA,the paper analyzes the rationality and validity of EU's science education policy that based on key competences,the paper furthermore targets the present development status of China's science education and advances countermeasures and suggestions: by following the laws of China's science development,trying to carry out a science education reform through innovating the science curriculum,renewing the science teaching pedagogy,coordinating the science education assessment and promoting the science teacher professionalism,in order to improve the quality of China's science education during the elementary period,to inspire children and the youth to devote themselves to science learning and to foster Chinese student's key competences that could deal with the emerging challenges in this new era.
