With the development of social economy level gradually, in the era of the Olympic Games sports system reform further deepening under the new situation, under the background of the traditional sports school have been given a new mission and connotation, and the state-level school for traditional sports for the development of other schools have the function of the model to guide and lead to drive again. National reform progress or not, therefore, determines whether it can undertake to promote the coordinated development of school sports, mass sports and competitive sports historical mission, play a key role. In recent years, the study of how to manage and guide the national reform one after another, how to guide and manage the development of the national reform, building perfect evaluation system is a main work of this kind of research topic, and the detailed rules for the implementation is the precondition to operable evaluation system. This article USES the literature material method, Delphi method, AHP method, questionnaire investigation, expert opinion average method, expert interview method, the detailed rules for the implementation of national reform the evaluation system of the building, so as to explore a set of specific, quantifiable and evaluation system of form a complete set of detailed rules for the implementation, in order to improve the national reform of quantitative evaluation of maneuverability, can promote reform at the national level in accordance with the requirements of the policy guiding thought better and faster development.This research main conclusion as follows:(1) the study constructed 96 four level indicators, including qualitative evaluation indicators 35; quantitative evaluation indicators61, and determine the weight of the four indicators.(2) According to the research results of the weight coefficient of the "quasi four level index", 5 to the "quasi four level index" weight distribution is not the average distribution, which is not equal to the importance of the indicators. These "quasi four level indicators" D242 A, D325 A, D331 B accounted for the greater weight and the relative importance of the gap is more obvious; and D111 A and D111 B, D441 A and D441 B two pairs of "quasi four level indicators" weight difference is smaller, the relative importance are close.(3)According to the results of the weight coefficient of the four level indicators, the weight coefficient of the middle grade is mostly in the 0.6-0.7; the weight coefficient of the low grade is mostly between 0.3-0.4. It can be seen that the three grades of grading index weight distribution is relatively fixed concentration, with good consistency.(4) in the process of expert interview, part of a line of traditional sports project school coaches put forward some measures for the administration of the national traditional sports project school in the scoring criteria were not advice, therefore, the results did not reflect the relevant Suggestions, there are some shortcomings. According to the results of this study, put forward the following Suggestions:(1) in order to make the national reform evaluation standard of a broader scope of the state general administration of sports should carry out the national within the scope of the current situation of the development of traditional sports project school census.(2) further calibration measures for the administration of the national traditional sports project school in the scoring criteria specific quantitative values, set specific indicators of numerical empirical research, makes the setting values accord with actual as soon as possible.(3)to solve the problem of differentiation, can use the same criteria, different standard score"approach, according to the regional differences set different standard score.
