The concept of ’Management by Objectives’ was raised firstly by Peter Ferdinand Drucker (in German), an American management expert, in his famous book "Practices in Management". The first application of the concept was in the US General Electric Company. Management by objectives spread rapidly within the United States, even Japan and the countries in Western Europe under enormous economic benefits. All the companies learned that concept and tried to combine it with their business. In China, management by objectives was used in companies in the early 1980s and introduce in colleges and universities only in recent years. Considering the short time of adapting the concept in universities, there are some shortages, including lack of theoretical knowledge, lack of characteristics of universities, limitation of the objects and inadequate supervision. Therefore, it is quite important to explore a set of effective ways for universities with adaption of characteristics in universities.In this research, we try to solve problems by raising and analyzing questions. Firstly, we give the theoretical knowledge of management by objectives as the basis of the following analysis, including the principles, types, functions and theoretical basis. Secondly, we commit to analyze in depth the current situation, especially the shortages, including lack of attention on detailed procedures, lack of value on quality, limitation of communication, shortage of feedback, lack of professionals, of management in Inner Mongolia Medical University. Thirdly, we learn experiences from Harvard University and Peking University and find out the differences between them and Inner Mongolia Medical University. In the end, we propose effective and appropriate methods for Inner Mongolia Medical University, such as strengthening the education in the concept of management by objectives, building a reasonable management system, to cultivate sub-unites as examples and trying to attract professionals, etc. The paper enhances the theoretical knowledge with some excellent examples and explores the research well.Through this research, the principles and approaches of the management by objectives in universities will be addressed. Meanwhile, this research will show possibilities for further researches, such as’Target System’, weight ratio in different goals by sorts of units.
