In the 1860s, educational modernization in China started hardly, nearly 150 years of history, from negative references to creative learning, and it experienced twists, turns, and repeats, even unrest, finally into a stable development track. Educational modernization emphasized on external conditions at the beginning, such as school building modernization, then to a little easier, such as the extension of education, scientific curriculum and so on, after that, the key, essential problems of educational modernization gradually emerged. This kind of development course promotes us to seize the opportunity:to make use of value guidance of educational modernization to overcome key challenges. Therefore, this study focuses primarily on the value of educational modernization and value dimensions of evaluation index system of educational modernization in Chinese and Western in comparative perspective, to grasp the different value orientations of educational modernization in different levels of countries which is in the horizontal dimension; The longitudinal dimension comparison is trying to clear when and how Chinese education modernize. Across the East and the West, through the past and present, it explores the source of current value of educational modernization and how they evolve in layers of analysis. It can help clear value choices of educational modernization through self-clarity, finally several about selecting value dimensions of evaluation index system of educational modernization will be proposed.It is found that the Chinese and the West attach great importance to educational modernization, with the similar problems, such as educational equity, modernization of teachers and educational management. The value dimensions of evaluation index system of educational modernization in China are more similar to those in less modern countries, such as Republic of Macedonia, and they have more similar points in educational equity, educational information and teachers’professional development. However index systems in modernization of educational management in Republic of Macedonia is much more mature and systematic. Its index system stresses processing equity of education and people of modern literacy as two obvious value trend in modern countries, such as in America. In comparative perspective, there exist some problems like failure in keeping balance of tradition and modernization, paying too much attention to material instead of people, insufficient guidance when choosing the value dimensions. Therefore It is necessary to take the characteristics of the Chinese culture into account, drawing from the traditional culture and to be converted as cultural base to further develop educational modernization, and also give consideration to education itself, basing on personal modernization, finally communicative rationality can be used to correct the deviation to reach consensus of values.
