China’s vocational education is the result of the reform in the late qing dynasty, but limited to the then historical political and economic level, develops slowly, after the founding, with the advent of reform and opening up, social economic and cultural level is increasing day by day, vocational education ushered in the spring. Reviewed the development of vocational education in our country, it is a history of bitterness, in the early days after foundation of literacy movement and work-study difficult time, after the reform and opening up, China’s vocational education rapid development, vocational education for a region, a country is indispensable and even a society, social organizations and individuals are closely linked, at present our country vocational education has developed rapidly, but not enough rigorous financial input system, vocational education funds mainly rely on local government financial investment, promote difficult university-enterprise cooperation pattern, industry association did not play its due role. Reference the education powers of Europe precedent, the vigorous development of vocational education are based on a scientific and rigorous fiscal investment system, on the basis of the development of the vocational education not only rely on government financial support, more dependent on enterprises and other social forces, therefore, to establish a legal norms, scientific financial input system is imperative. The development of vocational education, it not only is the government’s political responsibility, for professional education subsidies, should rise to the level of legal responsibility. New institutionalism, this paper research model, the specific use of history study, literature study and comparative study method, analyzes the system of financial input to vocational education in our country, the financial input system of vocational education can be divided into three periods, points out that our country is in the second stage of the development period, should seize the opportunity, use of the good situation of rapid economic development, vigorously develop vocational education in our country, driving the development of region.The introduction part of the thesis include problem is put forward, definition, literature review, research ideas and research methods, the concept of vocational education, reference of the method of literature and research about vocational education system at home and abroad such as introduced roughly. Paper text consists of four parts, the first chapter mainly discusses the financial input system and the development of vocational education, detailed elaborated in this article to distinguish the three stages of vocational education characteristics and contents of the financial system, and cites the data to support a large number of professional education development; The second part mainly analyzes the defects of the system of financial input in vocational education in our country, points out the defects of the current our country finance system, the vocational education development in our country as a political rather than legal responsibility, lack of legal supervision is perfect, and there is no performance evaluation mechanism, the financial input system is not scientific, The third part reference for vocational education development is improve the system of financial input of countries and regions, with Germany, the United States and Australia and Hong Kong’s financial input in vocational education system in our country to make comparison, analysis our country finance system deficiencies and Suggestions to consummate the suggestion; The fourth part of the improvement of the system of financial input in vocational education are proposed, to shift to the qualification of the government, the government bear the legal responsibility, to the rights of Chinese citizens to receive education and the development of the regional vocational education fair right, puts forward constructive improvement stamp. In the conclusion part, the paper again called on to the improvement of the system of vocational education financial investment and attention, to establish scientific rigorous professional education financial input mechanism.
