The Chinese Government Funding Policy Analysis For Poor College Students

Poor university student funding policy is an important means to promote educational equity, but also the basis of social justice, and plays an important role in the stable development of society. Since the gross enrollment rate of higher education reached 15% in 2002, higher education in our country has entered a stage of popular development. The expenditure of higher education has not only by the government fully arranged gradually evolved for the government leading, the social from all walks of life and education itself to share the corresponding cost. Since then, students in higher education at the same time, the need to burden the corresponding tuition fees and living expenses. This makes higher education spending a very important and huge cost.At present, the gap between the rich and the poor in different regions of China, as well as the gap between the rich and the poor in the same region is still very large, a considerable part of the family is unable to bear the cost of their children during the university. Funding problems of poor college students have long been the cause of China’s central and local governments, as well as the community’s general concern and thinking. At present, our government mainly in the "green channel" and "award, help, diligence, credit, reduction, exemption, fill" as the main content of poor students funded. Over the years, in the continuous innovation of national policy makers and correct guidance, together with the management of colleges and universities to firmly carry out and implement, the implementation of the current financial aid policy for needy students has been made certain achievements, but in policy research and implementation effect, also brought some problems. So, how to take more effective measures, to protect the majority of poor college students can smoothly through the university life, to complete their studies, the workers in related fields must face an imminent major issue.This paper mainly adopts the literature method, text analysis method, interview method, questionnaire survey method and comparative study of law, combining the education cost sharing, education equity, public goods, human capital, public policy execution of public management theory, respectively from different angles to analyze current government poor college students subsidy policy implementation status and the implementation effect and the existing problems. This paper is divided into seven chapters, the first chapter mainly introduces the research status analysis and comparison of domestic and foreign aid policy to poor college students; the second chapter elaborates the value related theory and research; the third chapter introduces the main contents and current college students funding policies of our government’s implementation, and the implementation effect is analyzed through the questionnaire; the fourth chapter of the current subsidy policy of impoverished college students were analyzed by the Smith model; the fifth chapter analyzes the main problems faced by the policy itself and the implementation process, and expounds the main reasons of these problems appear; finally, through the above research and analysis, it puts forward some suggestions to improve the financing policy of poor college students, and promote the scientific and precise.
