Problems And Solution Of Poor College Students Financial Aid In Gerneral Institutes Of Higher Education

With the deepening of the reform of higher education, a system where the state, the society,schools and individuals make reasonable contribution to the cost of higher education has beengradually formed. In particular, the1999national college enrollment, as a sign of a landmark,greatly increased the opportunities of higher education for school-age youth, which in the long runis definitely a good move. However, due to a series of problems such as the differences betweenurban areas and rural areas, poverty caused by excess children in rural areas and laid-off workersin urban areas, the poor college students increases. They are under the influence of socialcompetition, diversification of environmental stimulation and values, complicated interpersonalrelationship, acceleration of life pace and other factors to different degree while enduring higheconomic pressure.There are many problems in present poor college students funding work. For example, the poorstudents identified mechanism is not quite perfect; the poor students funding mode needs furtherinnovation; the mental health education of poor students should be strengthened; the subsidyorientation needs adjusting; the funding agencies and personnel need establishing andstrengthening,etc... The existence of those problems will seriously affect colleges and universitiesto play their functions of funding and educating.Investigative studies of the present problems of poor college students funding work and thecountermeasures will help to solve the dilemma faced by the college-funded work and help toimprove the level of funding education. Improving the poor students identified mechanisms,standardizing the recognized organization and management, identifying the recognized programand establishing the operational type of poverty standards are to solve the existing problems in thepoor students identified work from the aspect of educational equity. The innovation of poorstudents funding mode is build from two aspects of economic poverty alleviation and spiritualpoverty alleviation, namely, outstanding the main body position of "loan", the dominant positionof "diligent" and the auxiliary position of social assistance funds in economic poverty alleviation;selecting mental health education, thanksgiving education, and inspirational education of poorstudents as a breakthrough in order to further improve the spiritual poverty alleviation of poorstudents and enhance the effect of funding and educating students.
