Study On Precised Funding On Poor College Students In Nanchang

The idea of “precision poverty alleviation” is first proposed by General Secretary Xi Jinping during the investigation in Xiangxi in November 2013,which means the poverty alleviation of China and development work has entered a new stage.With the background of the state's implementation of the targeted poverty alleviation strategy,as a necessary part of the poverty alleviation and development work,funding for poor students in colleges and universities has also started to adopt “precised funding” working methods.The research on the precised funding of poor students in colleges,find out the problems in the current funding system,identify poor students,financial management,funding supervision,propose corresponding countermeasures,which has great reality for the current precised funding research and work in universities significance.Poor students' problem is a problem that the society generally pays attention to.Working from the precise poverty alleviation methods in various regions of the country to reach accurate identification,management and assistance of poor students in colleges,it will not only help achieve effective funding for poor students,It also helps to curb the unhealthy atmosphere in the current funding for colleges..This article takes the students of the four universities in Nanchang as samples,conducts sample surveys and individual interviews,and summarizes the problems in the poor student funding work of the four colleges by referring to the literature on the identification and the management of poor students of poor students.To solve the problems in the poor students' funding work from the four colleges,the research puts forward some feasible methods.There are five parts in this paper:The first is the introduction.It introduces the research background,methods and practical significance,and summarizes the development of domestic and foreign funding for poor students in colleges.The second part mainly expounds the concepts of poverty,poor students,precised funding,and the theoretical basis of this article.The theoretical basis involved in this research has three theories,namely: education equity theory,human capital theory and higher education cost sharing theory.It laid the foundation for the later research in this paper.The third part,through the questionnaire survey of four university students in Nanchang area,finds out some problems in the poor students' financial aid,that is,the phenomenon of "free riding" in the poor students' financial aid,the distribution of poverty indicators,the lack of fairness in the recognition of the poor students,the weakening of the supervision function in the process of financial aid,etc.,and summarizes four reasons for these problems: firstly is the lack of recognition of the poor students Reasonable mechanism,secondly is the poor students funding process lack of effective supervision,thirdly is the information of poor students lack of effective management,fourth is poor students dishonesty punishment measures are not in place.The fourth part,through combing the funding policies for poor students in colleges in the United States,Britain,and Japan,provides suggestions for the establishment of accurate funding policies for poor students in the colleges and universities in China.The enlightenment of foreign countries on the financing of poor students is: should not rely on government financial input;encourage social forces to participate in student aid;rationally allocate funding funds;improve the loan recovery mechanism;focus on psychological education and comprehensive quality training of students.The fifth part proposed the basic measures to reach accurate funding for poor students in colleges.First of all,in terms of accurate identification,it is necessary to improve the identification standards of poor students and establish a "Trinity" database of poor students as far as possible;secondly,to implement precise funding measures,improve the national,social and school funding system and the funding index allocation mechanism.Establish an emergency assistance mechanism,optimize the funding structure and the class assessment mechanism,correct thinking guidance education and establish a set of student credit system;finally,improve the precise funding supervision mechanism,from improving the publicity and complaint mechanism,establishing a dynamical observation mechanism for poor students and establishing post-mortem supervision Work hard on the mechanism.In a word,the research about the precised funding of poor college students in this subject is to provide some valuable theories and materials for the current research of college funding,and to provide a reference for the practice of college funding.
