With the development of higher education and the reform of higher education charge system, the state grants of college students has become the focus of widespread attention, and attracted attention of domestic experts and scholars. After continuous exploration and research, China has gradually established a state-funded policy system which are composed by national scholarship, student loans, tuition waiver and work-study program. The state grants policy which is led by the country and funded by the government plays an important role in college student financial assistance system. Based on the basic principles and the significance of the state grants policy, this essay analyzes the status and problems of the state grants policy deeply. Meanwhile, learn from the advanced experience of developed countries, propose a comprehensive reform and optimize the development strategy to adjust the state grants policy to Chinese actual situation better. Form human capital to promote the development of domestic social economy and and the education prosperity.This paper analyzes the basic concepts and analytical characteristics of the state grants policy of college students and teases out the basic principle which is fair balance between efficiency and priority of the state grants policy of college students. This paper fully analyzes educational, political and economic significance of the state grants policy with education theory, the theory of fair education and investment in human capital theory. Appealling in value as the reference standard and deeply analyzing the state grants policy, we find that the current the state grants policy has been basically a combination of efficiency and fairness, but there are still some problems to be solved as follows. Firstly, the stability of the state grants policy is not strong and its finance function is not fully implemented. Secondly, identifying the objects eligibility is difficult. Thirdly, education and management after the grants need to be strengthened. Fourthly, build a professional performance evaluation system. Fifthly, garnts range blind expansion results in a series of adverse effects. In summary, maximizing the value of the state grants policy needs to fully draw on the advanced experience of the state grants policy in United States, Japan and other developed countries, combine with Chinese actual situation and optimize the state grants policy of college students in China. Firstly, from the grassroots implementation phase, strengthen the awareness of policy learning, so that the correct propaganda and strict. Secondly, refine the eligibility criteria and improve the stability of the state grants policy by targeted application. Thirdly, more scientifically accurate to assume that state grants object by the application design conditions, identified standards of students from poor families and review process optimization.At the same time, pay attention to education and management after grants. Building credit files, setting departments and administration accountable system viewpoint to further standardize the operation and management of the state grants policy. Finally, make reasonable suggestion for the establishment of performance evaluation system.Through research and discussion the state grants policy of college students, improve the efficiency of the implementation, so that this policy serves better. Promote the orderly conduct fully funded universities so that subsidize students to complete their studies successfully.
