With the popularization of higher education, the number of students in colleges hasincreased. Meanwhile, the number of poor students of the higher education has increaseddramatically. By the end of2005, the number of poor college students are2.7million among13.87million college students, especially the number of students from low-income familiesare0.7million to1.4million. On June27,2007, the Ministry of Education and the Ministryof Finance published the interim policy, which regulated the measures of administration instate grants about general undergraduate education and higher vocational school. The policymarked that the producing of the system of state grants. The policy has been carried out forsix years, it has helped the part of the poor students finish school and guaranteed the equalopportunities of education, at the same time, it has promoted the education fair.Firstly, through the questionnaire survey and interview method, it founds that: in theprocess of implementation, the funding system of the policies of state grants is complete,promoting the education fair; meeting the requirements of students’ life basically;safeguarding the rights of the people to receive education. But there are still the followingproblems: it is difficult to identify real poor students and the object by funded is confusion,meanwhile, the selection of the standard is fuzzy and the selection of method is unitary, at thesame time, the standard of funding is low, it may play a limited role. The selection procedureis not standard so that leads to the deterioration of relations between the teachers and students.The scope of funding is small, it is inelastic in quota allocation. That is to say, many studentswho need to be supported did not get the fund of state grants but some students who are notconform to the conditions of application got the state grants.Secondly, through the interview method to analyze the reasons, it mainly has thefollowing aspects: there is no unified standard of poverty and the funding objects are not clear;The school policy intervention leads to the diversified standards; The selection method isunfair; The influence of the personal qualities of the teachers and the students’ own ideas; Themechanism of Management operation is non-institutionalized.Finally, in view of the above reasons, this paper puts forward the suggestions andcountermeasures about improvement of the policies of state grants: First, countries shouldestablish a recognition system for poor students and increase the investment of state grantsand perfect the relevant laws and regulations of the state grants. Second, the colleges shouldperfect the rules and regulations and evaluation method and set up supervision and feedbackmechanism. Third, teachers should set up the correct funding concept and organize fairevaluation method. Fourth, students should set up the correct concept of help-receiving andenhance the consciousness of credit.
