Practical Research Postgraduates National Scholarship System

In order to develop the characteristics of Chinese graduate education, promote the reform of graduate training mechanism and improve the quality of graduate education, China began to set up graduate national scholarship in2012September. The purpose of the party and state implementing the graduate national scholarship system is to build an innovation oriented country, to insist on giving priority to educational development, to realize the educational equity. However, as the time of the implementation is less than two years, the improvement of the scholarship evaluation system is still in the exploration, in the implementation process, each university has understanding deviation. So it is necessary for us to evaluate the effect of the implementation of the graduate national scholarship system. The existing researches about graduate national scholarship system are mostly from the macro aspects, lacking of systematic and empirical study. So, this paper reviews the origin and development of graduate national scholarship system. Taking A University in Qingdao area as an example, the study found the problems exist in the following aspects:The design of the scholarship system, the evaluation process of graduate national scholarship system. In order to further improve the graduate national scholarship system, this paper tries to put forward some suggestions:build perfect graduate national scholarship system, strengthen the control of the national scholarship evaluation process, and attach importance to ideological education work after evaluation and other measurers.
