Study On The Government Cultivation Of Suzhou Community Sports Club

At present, our government is in the primary stage of functional transformation. In the field of public sports service, sports social organizations will become the main carrier, which undertakes the public sports service provided by the national sports administrative department and meet the sports needs of the growing society. City Community Sports Club is an important part of social sports organization which undertakes the sports public service of the grassroots community and organizes community residents to carry out mass sports activities. In the period of government function transformation, the community sports club will further undertake the related functions of the sports administrative department in the field of public sports service.But at present, most area of the community sports clubs in our country appears the following questions. For example, less quantity, service capacity and service level is relatively low. Therefore, the relevant government departments should increase efforts to foster the community sports fitness club and publish relevant policy, which aim to lead and make it play the social public sports service function correctly. It is of great significance for the community sports club undertaking the government functions and accelerating the transformation of government functions.This article uses the literature material method, interview method, questionnaire survey, on-the-spot investigation and case analysis and other research methods, to cultivate social government organization theory for reference, in Suzhou city was conducted in 36 mass organizations of community sports club, launched on the government to foster mass organizations of community sports club of theoretical research and discussion, in which people’s government of Kunshan Zhouzhuang buy community sports club as a case of public service is described. The following conclusions are drawn: the Suzhou government in the aspect of cultivating and developing the community sports club of advanced experience and characteristics is worth reference by large areas, especially in the positive response national policy, ofstrong subjective initiative, selective breeding, encouraging cultivation ways, etc. At the same time also analysis of the Suzhou government in cultivation in the process of city community sports club and imperfect policies and regulations, not enough financial support, the government inadequate understanding of community sports clubs, go to the town incomplete, inadequate government supervision, lack of talent introduction mechanism and other issues. In view of the above problems, this paper puts forward the following suggestions: Firstly, establish and improve the policies and regulations.Secondly, to increase the government’s financial support, expand the scope of the government to buy the sports public service, improve the community sports club venues,equipment quality and fitness environment. Thirdly, to accelerate the transfer of functions, to build a new type of cooperative relations. Fourthly, to clarify the government departments and urban community sports club’s respective functional boundaries, to promote community sports club to the administrative. Fifthly, the relevant government departments should strengthen the supervision of the community sports club. Sixly, to establish the mechanism of human resources protection.
