Our country promulgated the rural teacher support plan on June 1st,2015,which put forward these basic principles of the first of the professional ethics; the appropriate scale, and the reasonable structure; improving the quality and improving treatment; reforming mechanism, stimulating the vitality, and gradually formed the situation which "to have to go to, to retain and a better teacher. "By 2020, we will be trying to build a teaching staff which qualified a fine quality, dedicated and rooted in the countryside. Young teachers are a new force of teacher’s team, and young teachers that "to have to go to, to retain and a better teacher "directly influence the development of the rural schools and the stability of the teaching staff. As the economic development of our country had to be some features which the gap between the areas and the gap between urban and rural areas, and the young teachers higher education, high expectations, strong self awareness and the yearning for the city life, these bring about the dissatisfaction with the current situation of the young teachers and recessive loss of young teachers in rural areas. The recessive loss is implicit, progressive, and it is difficult to detect but it directly led to the decrease of the teaching quality, so it has an inestimable impact on rural students, teachers, schools and education. Therefore, discussing deeply the recessive loss of the young teachers in rural primary school and exploring actively corresponding strategies have become an extremely urgent research work. In this thesis I regarded the young teachers in rural elementary school as the research object, using the method of literature, questionnaire and interview, and I considered Wenshui county in Shanxi province as investigation, exploring the reasons and seeking to strategies which solve out the recessive loss of the young teachers in rural primary school to realize the purpose which stabilize teaching staff in rural area.The research is divided into five parts:The first part is introduction, researching the source of elementary young teachers in rural area, purpose and significance, ideas and methods, key and difficult points, innovation, the necessity and direction of the research.In the second part, it discusses the definition of the theoretical basis and related concept about recessive loss of the young teachers in the rural elementary school. I understood the research on recessive loss of the teachers at home and abroad, and I found recessive loss of the teachers in foreign countries were brought into the teachers’mobility, but the research on recessive loss of the teachers in our country mainly includes the concept, characteristics, types, causes, effects and countermeasures of the recessive loss, the object of study mainly focused on college teachers, less research on primary and secondary school teachers.The third part is about status and impact of young teachers’recessive loss in primary school in Wenshui county. Young teachers in 10 rural elementary school were investigated and interviewed, I discovered recessive loss of these young teachers vary with teachers’ experience, otherwise, the higher education teachers gained, the stronger will of teachers’ recessive loss, so recessive loss of the young teachers in the rural areas is diversifying. From the rural education aspect, the influence should lead to the decrease of the quality of the teaching, spring up the vicious circle, aggravate imbalance of teacher resources, and affect the balanced development in education; while in the teachers on post level, it should cause the new recessive loss of the teachers and damage the social prestige of the teachers. Besides, in the the recessive loss of teachers themselves level, it bring expected benefits to the recessive loss of teachers, meanwhile, it hinder its individual professional development.The fourth part is the analysis of the causes. the data and the interview are collected, I analyze deeply the reason from five factors of treatment, job, training, school management and teachers, and I refine the main reason about it. The factors of teachers’ treatment include low wages and benefits and higher comparative advantage of recessive loss; job factors contain poor working conditions, tremendous work task and Academic pressure; training factors include less training opportunities, old training content, single training form; School management factors including old management concept, rigid management mode, weak management system and inflexible methods of management, teachers’ personal factors comprise the change of the professional values, lack of the consciousness self-improvement and professional development, limited personal development, difficult to obtain career satisfaction, husband and wife, their children to school condition is poor. Economic factors are fundamental, and management, work and training are the inducement, young teachers’ factors are the catalyst.The fifth part is countermeasures. I make some suggestions form the cause of recessive loss of young teachers in rural primary schools and the character of the young teachers. (1)Education departments should enhance and guarantee salaries of young teachers in the rural elementary school, establish compensation system of young teachers, build up training system about them, and improve their working conditions;(2)Schools should changing school management concept, build scientific and democratic management atmosphere; establish the perfect system of school management, stimulate young teachers’enthusiasm; take appropriate teaching tasks, reduce the pressure of young teachers’work; care for personal life of young teachers and strengthen guidance to teachers;(3) the young teachers should pay attention to their own ethics, set up the correct occupational values; the current situation of the development of themselves, confirm goal of professional development, enhance the improvement of the teaching skills and promote professional development.
