A Study On The China’s Postgraduate Funding System Under The Background Of Overall Charge

From year 2012 to 2013, the government introduced a series of postgraduate funding policies, gradually breaking the monopoly of postgraduate education in our country for many years at public expense or at his own expense dual-track system, which establish and improve the multi funding system under the background of overall charge, and open a new chapter of postgraduate education in our country. Therefore, this study uses literature research, questionnaire investigation and interview method to systematically study the basic structure, forming factors, implement effects,the future development direction and adjustment measures of the postgraduate funding system under the background of overall charge. This will undoubtedly have a strong sense of the times and practical significance.This study firstly illustrates the related concepts,research questions, topics of reason, and the theoretical and practical significance of the topics. And on the basis of the study both at home and abroad, it puts forward the full text of the research ideas and research content.Then, it makes a detailed analysis of the basic structure of the current postgraduate funding system which mainly relates to the time course of the current postgraduate funding system, the core content of the current postgraduate funding system, as well as the history of the core content of the current postgraduate funding system, etc..This study makes a deep analysis on the forming factors of the current postgraduate funding system via a variety of perspectives. First, it discusses the theoretical rationality and practical necessity of current postgraduate funding system by using the human capital theory and education cost sharing theory. Then, through the angle of efficiency and fair, it analyzes that the current postgraduate funding system in a large extent reflect to the principle of "priority to efficiency and due consideration to fairness". Finally, the path dependence analysis of the current postgraduate funding system, and further analyzes its internal motivation.This study takes Z University as an example, and detailedly analyzes the implement effective of the current postgraduate funding system by the use of questionnaires and individual interviews and other research methods from the perspective of postgraduate and postgraduate education management. The study finds that the reform of postgraduate funding system ensures the smooth operation of the charge of postgraduate education, but policy advocacy is not in place, resulting in the majority of postgraduates did not understand the current funding system;The dynamic evaluation standard of postgraduate academic scholarship plays a dual role of incentive and guarantee, but the postgraduate questioned blindly "earn points" behavior; Due to the high amount and high gold content of the postgraduate national scholarship, the postgraduate have a greater attraction to it, but the award system exists a lot of problems; Postgraduate "three-assistance" increased greatly, but due to the lack of effective supervision and assessment, it is difficult to play its real role; Postgraduate of national student loans need to pay attention to the identification of poor students and the problem of the single channel of funds, form of loan etc. Postgraduate funding comes mainly from the state finance, which is difficult to achieve the diversification of function etc..On the basis of above analysis, this study puts forward the development direction of the current postgraduate funding system and adjustment measures.This study thinks that the development direction of the current postgraduate funding system for fine-tuning is greater than the system transformation. The followings are its adjustment measures:Actively carry out the propaganda work of postgraduate funding policies; Based on the full consideration of the differences between different areas, schools and disciplines, and improve the system of postgraduate fees; To improve the dynamic evaluation standard of postgraduate academic scholarship, and to do a good job in the supervision of the evaluation process; Adjust the postgraduate national scholarship evaluation standard, in order to give full play to its incentive effect; Increase the postgraduate "three-assistance" supervision, and do a good job in education and evaluation; Enrich the forms of postgraduate loan, do a good job of poor postgraduate identification and supervision; Actively broaden the funding channels for postgraduate, and play a diverse function of postgraduate funding, etc..
